Research On Government Regulation Of Photovoltaic Power Generation Price In China

Since the tremendous development of solar electrical power generation in China in the past few years, the feed-in tariff of solar power becomes the key element for promoting healthy and stable development of solar power industry and adjusting the energy structure of China. Pricing strategy, especially the feed-in tariff of solar electrical power generation, has been a focus problem in the field of renewable energy。Therefore, further research for pricing policy and price regulation of solar power generation shows important theoretical significance and high application value。This paper uses photovoltaic power generation stations in some provinces in northwest China as examples to study the renewable energy market in China, and also quotes regulatory theory, pricing theory and other relevance theories from regulatory economic as theoretical resource。By studying and comparing with foreign renewable energy reformation, this paper concludes the experiences and methods that China can use in its own renewable energy price reformation This paper also states the history of photovoltaic power generation price regulation in China and the problems existed during the practice。By analyzing the system factors and cost factors that affect the photovoltaic power feed-in tariff in China, this paper points out the three main problems in photovoltaic power generation price regulation in China:the irrationality of photovoltaic power generation price regulation, the faultiness of electrical pricing regulation laws and unclear powers and responsibilities of supervision organizations。According to the problems found, this paper designed a system for the photovoltaic power generation pricing mechanism and basic frame of the regulation。This system states that using integrated price regulation method in the areas of founding reasonable pricing strategy for photovoltaic industrial and supervising the renewable energy price to process an incentive price regulation system gradually, improve the electricity pricing mechanism, improve the construction of law system and improve the regulatory functions of supervision organizations。This system can effectively help reconstructing the energy industry and promoting the development of photovoltaic industry in China。...
