Small and micro businesses is playing a more and more important role in today’s China’s economy, it can help making technological innovation, obtaining employment and promoting our country’s urbanization. To develop small and micro businesses’ loan is benefit for promoting the development of small and micro businesses, and is also an efficient way to cope with the rules for capital regulation proposed by Basel III.This paper’s goal is to optimize our country’s commercial banks’ small and micro businesses’ credit code. Firstly, this paper defines the standard of small and businesses, summarizes 4 characters of it, which are: the amount is large and the distribution is wide; the scale is small and the financial structure is imperfect; family enterprise system is dominate and management varies from each other. By analyzing their financial channels and bank loans, this paper draws the conclusion that the main financial channel for small and micro businesses is still bank loans, and the phenomenon of small and micro enterprises’ financing difficulties is still ubiquitous. Then, this paper analyzes our country’s commercial banks’ current small and micro enterprises’ credit mode, finding that there are many problems: the organization structure needs to be improved, the credit technology has to be localization, the management of credit risk has not be well operated, and the big banks’ efficient of small and micro enterprises’ credit is not as high as middle and small banks’.To solve those problems and to improve our commercial bank’s credit mode, on the base of absorbing beneficial experience around the world, this paper gives its own advice on credit environment, organization structure, credit technology and credit risk management.
