However, because of its complexity and uncertainty, information technology has taken risks. IT risks and IT interests are becoming increasingly complex. Only by the top-down establishment overall system to direction and control of IT usage,Can enterprise effectively realize IT business value.Now, IT governance has become one of the current corporate governance issues of entrepreneurs and scholars. Effective IT governance can effectively integrate enterprise IT resources, Thus achieve an effective return on IT investments. Reasonable to reduce IT risk in the implementation process, thus bringing to enhance corporate performance.This paper tries to examine the relationship between the IT governance of High-tech enterprises and Business Performance from an empirical study. First of all, we review and summary related theory and practical application of IT governance, as the basis for the relationship between IT governance and Business Performance.Then we based on process concept, combined with enterprise information technology strategy and internal control IT control plane. Respectively, from the three-dimensional of Victoria, organize and control to build the index system related to IT governance. then, from business performance, social performance and scientific development to build high-tech business’ Performance evaluation. Finally, after collation and analysis of data,we have done the correlation analysis and regression analysis by SPSS software, leading to the conclusion.This ultimately concluded that the effective implementation of IT governance can significantly improve business performance. From the various dimensions of view, a good institutional environment can bring to enhance corporate performance, the greater the pressure regulations the Enterprises faced, the more attention they put to the construction of its internal IT governance, So the better to play the role of IT governance, and enhance corporate performance. Perfect IT governance organizations can significantly improve business performance, Where good organizational structure, IT governance processes and communicating relationship mechanisms play a key role. Effectiveness of IT general controls and IT application controls can certainly improve business performance, but obviously not as good as the organization dimension. As a leading role in the controlling dimensions, the impact of the top control on the firm performance is not very significant, this means level control not only affect enterprise IT Governance, but also affect other aspects, such as the internal management of the entire enterprise, research and development and so on.
