A Study On The Government Intervention Model Of Housing Mortgage Insurance System

As a representative mode of Innovative pension in China, Housing Reverse Mortgage Pension plan under the government’s vigorously advocated is now only at the pilot stage. In the world, the development of the Housing Reverse Mortgage Pension system is relatively mature, the government’s intervention model is very different in Housing Reverse Mortgage Pension plan. So it will be a crucial problem that our government should know how to guide and intervent Housing Reverse Mortgage Pensionsystem. This article obtains from the Angle of the mode of government intervention, using the combination of theory and practice, in combination with systemic and typicality Method, through the analysis of government intervention in the foreign system of Housing Reverse Mortgage Pension plan of different patterns, to summarize its characteristics and the experience and lessons, trying to find a suitable government intervention mode for the situation of China.This paper applies the method of theoretical analysis to analyzed the reason and the way of government intervention in the Housing Reverse Mortgage Pension plan from the perspective of market mechanism and legal system construction. The second, introduces the present situation and the obstacles to our government intervention from the angle of qualitative analysis. Then through the comparison and analysis the different characteristics and experience of three representative international mode of government intervention models, trying to find the general rule of its development, and combining the actual situation in our country to pointed out that the pattern of our country government intervention mode should be the government’s leading intervention mode. Finally, as our government take the government’s leading intervention mode, put forward that it should make a substantive and constructive countermeasures and suggestions in the development of Housing Reverse Mortgage Pension plan.
