Diplomacy plays a great role for a country to perform government functions. The size of the budget and the management of expenses for foreign affairs determine the input and efficiency of foreign affairs. However, the existing traditional management mode of expenses budget in China is unable to adapt itself to the development of foreign affairs in the new period. The paper focuses on how to make full use of limited funds through performance management in light of the characteristics of budget of expenses for foreign affairs in China in order to promote the implementation of foreign policy.The paper uses expenses for foreign affairs as a jumping-off point to study the performance management of budget, which was unprecedented in history. Based on the analysis of the status quo of the performance management of budget of expenses for foreign affairs in China, the paper attempts to figure out its dilemma and problem, and tries to establish a new appropriate performance management pattern for China via an in-depth study of American practice of management of expenses budget for foreign affairs.Studies show that an efficient budget performance management is not a separate budget management, but a comprehensive one combining business strategic planning with performance plan and budget management. A scientific and complete logic structure of performance evaluation, namely, “budget inputs—strategic objectives—performance objectives—result-oriented outcome”, is thus formed.The paper presents a basic framework of the performance management of diplomatic expenses for China, briefly discusses establishing a performance indicator system and the methods to evaluate performance, makes clear the performance evaluation process, and puts forward specific and feasible suggestions on how to improve the system design of budget performance management and the establishment of relevant supporting measures.
