Since reform and opening-up, our country has achieved sustained and rapid economic development. The performances of our country’s public finances also have great changes. And the changing of public finance also promotes the overall progress of China’s economic and social undertakings. In the year of 2013, China’s economy had reached 56.8845 trillion Yuan, which made China overtaking Japan to become the world’s second-largest economy. But, at the same time of rapid economic development in our country, it has become a serious imbalance in regional economic development. The eastern coastal developed areas were the first to enjoy the fruits of reform and opening up. And the mainland, especially in some remote and poor areas the living standard has not been improved significantly. And there is a huge difference between them and the people living in the eastern coastal area. While ensuring and improving people’s livelihood is the focus of the construction of socialist harmonious society in our country. We want to build a harmonious and stable society, where every kid is in school, everyone has work to do, everyone has a roof over the head, every sick is treated and the elderly taken care of. On the one hand, under the background of reform and opening up, differences in regional economic development rae increasingly significant. Including the public services and the imbalance of economic growth, affect the development of China’s economy as a whole. On the other hand, our country is a socialist country, and the essence of socialism is common prosperity. Therefore, while we have to ensure the rapid economic growth, we also need to pay attention to the distribution of national wealth, to ensure the basic life of the people. In the 12 th five-year plan, we focus on ensuring and improving people’s livelihood, to establish the basic public service system covering urban and rural and sustainable, improve the ability of the government guarantee, promote equal basic public services, make the residents in different areas of the relatively equal basic public services and so on employment, medical care, education and a good living environment.This paper studies the influence of government public expenditure on economic growth theories, in combination with the practical situation of China’s economic development, establishing a logical relationship between public services and economic growth, basing on our current fiscal expenditure classification method. This paper will discuss how the public services influencing regional economic development, to improve the policies of equalization of public service can not only improve people’s livelihood, can also make people enjoying equal public services in different areas, to reducing the regional income gap in our country, and to playing a positive role in promoting regional economic convergence. On this basis, this paper explore the policy suggestions, to provide public service spending decisions for the domestic central and local governments.This paper focuses on the level of public services, hinges around the main content of the imbalance of regional development, to analyze the problem of the relationship between level of public services and unbalanced growth of regional economics, giving suggestions to downsizing the unbalanced growth of regional economics in our country. Which to the overall development of our country’s economy and regional economy have a positive effect. This paper uses the empirical analysis method and normative analysis method.
