With the accelerated integration of the global economy, financial innovation has become increasingly active and constant change, information technology, operational risk in recent years often become "the star" of the global banking, operational risk management has received unprecedented attention. At present, the operational risk management of China’s banking sector is still in its infancy, there is still a large gap with the New Basel Capital Accord requirements and international practices. In response to this situation, through the organic integration of the measurement and management to seek "best practices" of the Chinese commercial banks operational risk management, to become the paper attempts to study and resolve the key issues.The first Chapter of the system described the research background and domestic and international comparison of operational risk. First, sort out operational risk descriptive definition and classification definitions; introduced qualitatively the New Basel Capital Accord on operational risk management and measurement requirements and follow-up seminars; Finally, comparison of internationally active banks and domestic commercial banks operational risk loss of the status quo and management practices. Believe that China’s commercial banks operational risk loss of distinctive characteristics of the "Time" and "system", there is a gap in management philosophy, architecture, tools, and tools with the advanced international banks.The paper also includes the depth of the theory and practice of the Advanced Measurement Approach for operational risk. First, compare the similarities and differences of operational risk measurement methods and the pros and cons, summed up the commercial banks using the Advanced Measurement Approach, a prerequisite requirements of the New Basel Capital Accord. Second, the ground-breaking China’s commercial banks through the "three-step path to achieve the mode of the Advanced Measurement Approach; that may be encountered in the Advanced Measurement Approach modeling data and modeling challenges and proposed countermeasures. Finally, in a significant loss of data on the basis of the internal metric method and the loss distribution approach to exploratory empirical demonstration.
