At The Provincial Level. Shaanxi Province Pension Insurance Operating Results For Evaluation

To raise the level of co-ordination of pension insurance is not only the essential requirement of the social insurance, but also the measure to realize the social equality and the socialization of security. The provincial level overall plan of pension insurance guarantees the providing of the basic pensions timely and fully. It can decrease the burden of enterprises, stimulate the competition between enterprises, and guarantee the funds.In 1992, Shaanxi province began to explore the road of provincial level overall plan of pension insurance; however, the result is not that good. With the leading of central policy, the real provincial level overall plan of pension insurance was put into practice in Shaanxi province, and the government builds perpendicular management pattern, which is called "Shaanxi pattern".On the basis of purpose of provincial level overall plan, the paper selects some data of pension insurance as the object of study, and according to the statistics method, analysis the present conditions of pension insurance in Shaanxi province. The result shows that, on one hand, the Shaanxi pattern works well and achieves active effects, and could be the prerequisite for realizing national co-ordination; on the other hand, some problems such as the poor rate of coverage, the increasing enlargement of the shortage of funds etc..
