The survey suggests that Chinese enterprises in the implementation of ERP only less than 30% success rate of more than 20 years.Enterprises in the process of information construction, in the face of all sorts of problems existing in the use of management information system and its performance cannot give full play to the grim situation, managers begin to realize that information technology of large amounts of money into the enterprise produces direct economic benefit is very low. Then people focus shifted to the construction of information capability which can bring the competitive advantage for the enterprise. As the terminal users of information resource, information users of the information capability cultivation of enterprise information capability formation and development plays a vital role. Different information users’ mental models differ in thousands ways, and the mental model determines the behavior of the use of the information. Therefore, this research incorporates mental models in the formation of information user’s capability study, and investigates information users’ mental model components for the mechanism of the information capability.This study systematic reviews the literature of the field of information user mental models and information capability, then construct three major systems of information user mental models, namely the information user mental models of the knowledge system, belief system and improve system. That knowledge system which includes the two aspects of hardware facilities knowledge and obtain information knowledge; the belief system which includes the two aspects of work need satisfy belief and work risk belief; the improve system mainly investigated through the improvement activities of the team learning. In this study, the information user’s capability is decomposed into three levels of information knowledge, information skills and information consciousness. And on this basis, to explore how the information user’s mental model of knowledge system, belief systems and improve the activity effect each of the three dimensions of information capability.In order to study the above problem, this paper builds a research model and puts forward 15 corresponding hypotheses. Using the method of questionnaire research to research the relationship of factors, a total of 194 valid questionnaires recovered. For the data collection, the research uses SPSS21.0 and Smart-PLS3.0 to the descriptive analysis, the reliability and validity analysis and the path analysis of the data, and through the empirical research conclusion proves 10 hypotheses.The final results of this study show that:(1) the information users’ mental model in the knowledge system of hardware knowledge has a positive impact on information knowledge, information skills and information consciousness, the obtain information knowledge has a positive effect on information knowledge and information skills; (2) the information users’mental model in the belief system of work need satisfy belief has a positive effect on information consciousness, the work risk belief has positive effects on information skills and information consciousness; (3) the improve activity of the information user’s mental model, team learning has a positive effect on information knowledge and information consciousness.According to the results of empirical research, this paper points out the limitation and the deficiency existing in the research, and makes a prospect for the future research direction of the relationship between the information user mental models and information capability.
