China’s investment and savings issues are important areas of reaserch experience in consumption theory in the past two decades.Since the reform and opening up, China’s national savings rate is maintained at a high level for a long period of time, and showing a high growth trend, the fact that the experience of developed countries, and even some developing countries are very different. Now China’s economic development is valued the operation of domestic macroeconomic, and the problems of investment and savings are very important.Theoretically speaking, these changes will cause changes in domestic and national income. Therefore,it is very meaningful for us to study the China’s savings and investment problems in the current situation. In China, the issues of three dimensional rural are the basic questions in social and economic life. Thus,in order to solve the "three dimensional rural issues",we must correctly understand the relationaships between savings and investment in agriculture. In the different areas of China rural, the proportion of savings convert into investment is not the same.So we studied the savings transforing investment issues by empirical analysis methods in provincial rural and regional rural areas in China, which combined with reality of China’s rural areas from 1996 to 2012 in the macroeconomic framework. It is very significant for our government to formulate agricultural policies, develop the rural economy, implement the China’s Western Development Program, promote the development of agriculture in rural areas and improve the level of farmers’ living. In this paper, the empirical results showed that the complex relationships between savings and investment in China’s rural areas. In the long term, the two factors reinforced and influenced each other, but generally the savings had little effect on investment for agriculture, and the competition between current savings and current investment was main position in the short term, the savings-investment coversion efficiency showed a decreasing trend, and the relationships between agriculture savings and farmer’s investment exists dynamic adjustment obviously, which made agriculture savings-investment conversion exist long lag effect.Through the relationships between agriculture savings and farmer’s investment in rural areas, the empirical showed that the regional agricultural savings were converted into the local investment, but the ability of cross-regional capital flows is still relatively weak. The thesis is divided into five chapters, maily from domestic and foreign literature, basic theory, rural investment and savings situation, empirical research, policy advice and so on,and also analysed the relationships between agricultural savings and investment of farmers in rural areas in China.First of all, based on existing theoretical research, the thesis established cross-sectional model of Feldstein-Horioka,which reflected the relationships between agriculture savings and farmer’s investment synthetically;secondly, the thesis collected a lot of data from 1996 to2012,and used the econometric methods to analysis the relationships between agricultural savings and farmer’s investment in provincal rural and regional rural areas in China;and finally, this thesis analysed the empirical results in detail, and put forward the corresponding policy recommendations.
