Study On The Problem And Countermeasure Of Flight Delay Under Public Crisis Management

From the Civil Aviation Administration of China (referred to as "CAA") statistics, China’s civil aviation flight about 20% of the time cannot be close to the normal landing, delay rate close to one fifth. Each year about ten million more people to fly flight encountered the situation cannot be a normal takeoff, and even the behavior of destruction of aircraft and airport facilities that caused by the flight delays occurred more frequently.Flight delays in the field of civil aviation has been the urgent problem to be solved. In recent years, from a series of incidents occurred in flight delays, the extensive of flight delays have a trend towards normalization of development, such events would every so often seen in newspapers. Flight delays will not only take up a lot of time of travelers, but also caused great impact and waste on the resources and the allocation of resources, once failed to control, it will bring a great threat to the airport and aircraft and lead secondary threaten or cause social panic. Therefore, this issue has become a social focus. From the perspective of public crisis management, large-scale flight delays incident is typical of public crisis management issues which is suddenly, destructive, diffusion, threatening, urgency, uncertainty, publicity, social... those characteristics are entirely consistent with the public crisis. Study and explore how to properly deal with such incidents is considerable practical significance.Traditionally, the airports and the airlines are deal with the flight delays. Due to resource constraints and other reasons, the solve effect is not obvious and cannot make people satisfied, this approach has its limitations. Therefore, how to integrate multi-power, collective essay is where the idea of this paper. Starting from the airport management, analyzes the current status of airport management and the problems in dealing with the flight delays. By backtracking the typical flight delays (typical case analysis) and the methods of data analysis, dissect the various reasons in flight delays. Based on partial view of public crisis management, public governance theory and new public management theory and the new public service theory, emphasizing the concept of collaboration, integration and service, put forward countermeasures from the government, the civil aviation industry, airlines, public and other multi-angle, forming a complex settlement system, breaking the single fixed pattern of such events in the past only by the civil aviation system and associated processing units, and fully mobilize the forces, inject new energy for the existing solutions, to find an effective solution approach.
