Consumption is a motive force of the economic growth, occupies the most important position in the process of economic promoting. Consumption through the analysis of the consumption structure, consumption content, quality, and reflect the consumption structure, optimize the consumption structure can promote the healthy development of local economy, therefore, research on the consumption structure of urban and rural residents of Tibet, for improving the structure of the urban and rural consumption, to reduce the differences between urban and rural residents’ consumption structure has important significance. To improve consumer pull function on the Tibet economy, eventually to promote sustained economic growth in Tibet.This article through to 19 years, the changes of consumption structure of urban and rural residents in Tibet study, urban and rural residents’ consumption characteristics and structural differences induce Tibet; By establishing the model of ELES of urban and rural residents of Tibet’s marginal propensity to consume, income elasticity of demand, demand price elasticity of econometric analysis, the difference between urban and rural residents’ consumption structure in Tibet were analyzed, and on the basis of the projections for the consumption trend of urban and rural residents in Tibet, the optimization of urban and rural consumption structure is put forward feasible Suggestions for Tibet, in this paper, the main conclusions are as follows:(1) From Tibet consumption structure change characteristics in urban and rural residents 19 years, Tibet’s first urban and rural residents tend to decline, the proportion of food expenditure due to income, rural residents on the proportion of food expenditure decline than urban residents; Second urban and rural residents in Tibet transportation and communication costs of buy-backs and relative amount all showed a trend of rapid growth, traffic and communication has become Tibet urban and rural residents’ consumption hot spots; The Tibetan cultural and educational entertainment services are below the national urban and rural residents of urban and rural residents’ cultural and educational entertainment services spending.(2) Analysis of measurement results show that the first Tibetan town residents’ marginal propensity to consume is 0.404, Tibet rural residents’ marginal propensity to consume is 0.33, the gap between urban and rural residents’ marginal propensity to consume is bigger, Tibet towns overall consumption level is higher than the countryside. Secondly compared eight items of urban and rural consumer demand price elasticity analysis, rural residents of transportation and communication, family equipment and clothing of the change of the price higher than the towns, urban residents for food, housing, health care, education and entertainment services these four price sensitive degree higher than rural residents in Tibet. Finally comparing eight items of urban and rural consumer demand income elasticity analysis, including Tibetan town residents in transport and communications expenditure elasticity is greater than 1, shows that urban residents demand growth is greater than its revenue growth. Tibet rural transportation, health care, housing, culture, education and other income elasticity is greater than 1, this suggests that the five goods consumer spending increases with rising incomes.(3) By comparing the urban and rural residents’ consumption structure change in Tibet and the econometric analysis, find out the urban and rural consumption structure is not reasonable place in Tibet, and put forward countermeasures and Suggestions, to optimize the consumption structure, promote the healthy development of Tibet economy.
