Foreign direct investment (OFDI) this economic activity, once considered only in the developed capitalist countries are able to do. Developing countries because of a shortage of domestic economic level, severely restricted the transnational direct investment activities in the development of the country. According to the world investment report 2004, according to the 1980 s, more than ninety percent of global foreign direct investment activities are initiated by the developed economies. After entering the 21st century, emerging economies and other developing countries in international direct investment (FDI) showed significant growth momentum, become the main driving force to push the world economy. Due to the development of OFDI activities in developing countries are relatively lagging behind, less available for case study, scholars for its affected factors and theoretical and empirical studies are very few, so, the point of view of both from the perspective of reality and theory, studies the problem has immeasurable value. Since the 1978 years since the reform and opening, our country established guided by the market economy, increased investment in foreign trade and economic activities, the economic development of our country not only remarkable achievements, and gradually become a significant part of the world economy. In October 2000, on the fifth plenary session of the communist party of China established the strategy of "going out", the rapid growth of China’s foreign direct investment activities, and demonstrate the increasing investment involves the industry, expanding the size of a single investment, the characteristics of investment location choice of diversity. Although strong OFDI activities in China, due to the nature of developing countries stage, cause the OFDI activity is relatively backward, China’s total OFDI proportion in the international investment and domestic economy is still slightly smaller. According to UNCTAD data show that in 2012 China’s OFDI which accounts for about 18.89%, the total amount of domestic economic aggregate proportion is 6.02%, compared with that of developed countries, there is still a large gap. So, at the time of rapid growth to realize China’s OFDI, also don’t deny between China and the developed capitalist countries is still a huge gap. Rationality of the distance between China and developed countries, in urgent need of transnational investment direction, mode and influencing factors from China know about China’s foreign direct investment activities, from a macro (government) and micro (enterprise) level activities of transnational direct investment theory and policy support.In this paper, by reading literatures, combined with the actual investment case, to the success of Huawei company in India for many times for investment case. Study of India’s investment environment factors, the use of evaluation methods, evaluation of India. And the evaluation results were analyzed. This future OFDI of other Chinese companies have very important significance. This paper is divided into five parts:The first part is introduction, mainly from the selected topic background, the selected topic significance, the paper content and frame structure, the research status at home and abroad, research methods, innovation place. The selected topic background including domestic and international background. Selected topic significance from both theoretical and practical perspective to interpret the meaning and value of this article. Research status at home and abroad the latest has carried on the induction analysis, and the main articles about the existing results from different angles. Research methods discussed in this paper, discusses the issue of transnational investment of specific methods. Innovation place mainly described the characteristics and innovation of this article, such as investment research, case studies, the present situation of the difficulty and failure reasons.The second part is our country enterprise of foreign direct investment in the status quo. The first is to analyze the enterprise of foreign direct investment in China for more than 30 years of development process as a whole. The second is the overall situation of our country enterprise of foreign direct investment (FDI), divided into industry distribution and regional situation, into the model, investment main body. The third is the actual level of foreign direct investment.The third part for the study of the foreign direct investment environment factors and the evaluation method. This paper introduces the investment environment factors and correlation model of the assessment.The fourth part for Huawei investment situation in India and Huawei investment environment evaluation in India. To evaluate the investment environment of India.The fifth part is the company investment successful cases of other Chinese companies in India. Including enterprise how to correctly evaluate the investment environment, how to choose investment countries, and how to solve the problems in the investment and so on.
