It is the top priority of China’s rural development that developing rural economy, building rural financial system, promoting rural finance and constructing new rural. New financial organizations, as the product of rural finance innovation in 2006,which play an important role in China’s rural development. The study on innovation capability of new rural financial organizations is important for improving the level of innovation of rural financial organizations and promoting the building of new socialist countryside.This paper uses the thinking of "Questionâ†'Theoriesâ†'Situation Descriptionâ†' Empirical Analysisâ†' Suggestions". We find the entry point of question though literature review based on the theory of financial development and the theory of organizational innovation. First, we describe the developing statues of new rural financial organizations. Second, we build an innovation ability evaluation system consists of 4 dimensions and 33 indicators by a flood of literature, annual report information of rural banks and experts’ advice. Third, we set weight for indicators and solve the value and ranking of innovation input, innovation output, innovation environment, innovation management and innovation capability by using the entropy TOPSIS method. We find that all the capabilities except innovation input exist generally low, capabilities of criterion layer developing uncoordinated, input and output capabilities developing asymmetric. Finally, we give suggestions to enhance the innovation capabilities of new rural financial organizations from improving innovation means, completing innovation mechanism, coordinating innovation development and ameliorating innovation environment.
