Nowadays, the coordinated development of energy, economy and environment has been the topic of the whole human beings. Two cases of "oil crisis" in the history make the energy problem become one of the hot themes of human. At present, every government has made its own energy policies corresponding to its economic trend. In order to carry out the energy administration work, it is necessary to take the energy audit into consideration in daily work. The relevant work in China starts later than other nations, and now is in the exploration road. Moreover, the energy audit in the scale of area government is almost scarce. In view of this, this paper studies the area energy performance audit, and proposes the corresponding index system and evaluation methodology. The results in this paper are beneficial to perfect the present audit theory and access the government energy administration work.This paper firstly sets forth the research background and its meaning, summarizes the existing work home and abroad, and arrives at the problems in the present researches. And then, based on this, this paper discusses the fundamental theories about area energy performance audit. In consideration of the restricted relations between the area energy, economy and the ecology, and the different energy consumption characteristics of various industrial development periods, this paper constructs the area energy performance audit index system in the perspective of coordinated development between economy-energy-ecology which adapts to the industrialization initial stage, fast developing stage and the later stage. This paper adopts the analytic hierarchy process (AHP) method to rank the importance of the constructed indexes, so we can obtain the comprehensive judgment of the audited object energy performance through the compound index. Lastly, this paper uses the proposed index system and access method to audit the Nanjing 2014 energy performance, and proposes some audit suggestions based on the assessment results.
