In 2013 the State Council issued the "sustainable development plan of national resources" (2013-2020), the first definition of China’s 262 resource-based cities,69 cities in China,1/3 cities due to natural resources depletion, economic development lags behind, livelihood issues outstanding, the ecological environment pressure, is listed as a recession type city, Dongchuan is one of them. In the most of resource exhausted cities, roughly a third of prefecture level city, in the transformation process, often relying on prefecture level city, the construction of a new town, new industrial development, cultivating alternative industries, to achieve the transformation, but there are still three counties area away from the city center, the lack of new urbanization leading role, at the same time, the development of space is limited, transport facilities are backward, single industrial structure, ecological environment is fragile, resettlement difficulties, employment problem prominent, local financial resources is weak and restrictive factors exist to varying degrees, resulting in the transition development difficult. These resource development as the leading industry of the city, with natural resources Dongchuan by lack of kinetic energy, and the consumption of non renewable resource depletion and development will be inevitable. As a typical "for mine design, mine construction, mining and Hing, because mine and the decline of resource exhausted cities faced this problem is more prominent, can realize the transformation of development, has become the decision whether the comprehensive poverty and completion of a comprehensive well-off society’s fundamental problems. This article through to the economic transformation period, how to change the resources of path dependence, problem oriented, system planning, how to achieve industrial restructuring and urban transformation, ecological transformation, social transformation, institutional mechanisms, one of five comprehensive transformation And other issues are discussed, and the corresponding path recommendations are proposed.
