A resources-based city is a special city, which forms and grows on the basis of resource exploitation and makes great contribution to the development of countries or regions. But along with the development of the industrialization, the contradiction between the unlimited human demanding, the limited resource supply and environmental endurance intensify, at the same time as resource-based urban economic development. And the resource-based city’s unique development history and resource-dependent seriously restrict urban industrial structure upgrading and remodeling. How to break through this complex dilemma to realize resource-based urban transition to a low carbon city has become the key to sustainable development. This paper is mainly to explore the paths and countermeasures of resource-based urban transition to a low carbon city in order to establish scientific transition decision for relevant departments and promote the sustainable development of resource-based city.This paper applies the basic theory and methods such as ecological theory, the theory of sustainable development, low carbon economy theory and the theory of industry life cycle etc., from the angle of investigating the development of resource-based cities, points out that the main factors of China’s resource-based cities transition to low carbon cities including government regulation, technical innovation, energy efficiency, economy, structure optimization development and population factors. The factors that restrict resource-based cities transition to low carbon cities smoothly including economic growth target constraint, single industrial structure, city history cultural constraints, low carbon technology innovation ability lag, low carbon policy imperfect and unreasonable energy structure. This article draws lessons from the United States of America in Pittsburgh and Lorraine in France in two transformation of resource-based cities’ successful experience, points out that our country resource-based cities transition to low carbon cities must choose appropriate transition mode, scientific strategic planning and effective industrial adjustment measures. And on this basis it proposed four kinds of paths, including technological innovation, optimizing industrial structure, energy consumption structure and policy guidance, and a sound system of low-carbon transition policies, promoting industrial structure optimization, establishing low-carbon technological innovation incentives, promoting diverse energy mix development, promoting of low-carbon consumer and business transformation concepts such as city specific measures to achieve resource-based cities transform to low carbon cities smoothly.
