Cities are the crystallization of human civilization, the cradle of social progress, is the main carrier of economic,social,political,cultural,scientific and technological development. China’s current urban population accounted for half of the total population, the polarization of the city brought us the benefits of enormous economic,it also brings a range of problems in the city, the most important issue is the polarization..Polarization is the common phenomenon with the economic and social development, the polarization of the city is also as a result of population, resources, management, services and the aggregation of technology, the optimization of product and performance with the inevitability and necessity. However, the polarization of the city brought over as population growth, traffic congestion, shortage of resources, ecological deterioration,low-quality of life and other issues, not only become the bottleneck of urban development, it also undermines economic efficiency, deterioration of social relations and lead to social and political conflicts.All of those difficulties with the development of China’s mega-cities is the big challenge.For the urban polarization we have been with a lot of research. However, the most of the analysis and interpretation of economic, social and technological point of view to explain the excessive expansion of the city. In fact, the city produced not only from the "city", also from the "city"; not only helps to aggregate and optimize the allocation of economic and technical resources, but also from the full use of public management and service resources and rational allocation; not only It is market-driven and capital strength, but also by the impact of administrative and political power,especially with the development of China’s urban system, the polarization of mega-cities not only produced in the factors of economic, but also produced with the politic. In fact, The basic reason of urban polarization is the "political polarization" and "market polarization,". This paper also aims to study in Beijing, with the analysis of the urban political polarization factors and the excessive expansion. The study also hopes to remind people, eliminate excessive polarization and expansion of mega-cities not only need to curb excessive market polarization, also depends on the reform of the current city and the excessive concentration of power and resources irrational allocation of public resources.We must depends with the urban economic, social, managerial and technical capacity and endurance of the city rational distribution of scientific planning to eliminate the "government failure" and "market failure" and "dual polarization overlay".
