In the present era, the development of economy in a country, to a great extent, is driven by the central city. The development of the central city could promote the process of urbanization and modernization, and then promote the development of the entire regional economy. Orchestrated the overall regional development by developing the central city, it’s a case that developed coastal areas achieve economic take-off. Nowadays, the competition between regions gradually becomes a competition for the city’s comprehensive strength. The competition between cities has largely evolved as a competition between the central cities and between urban agglomerations.Promoting the rise of Central China is a major strategic decision of the Central Committee of the Communist Party of China. Because the economic development of Central China lags far behind that of the eastern coastal areas, promoting the rise of Central China becomes the an inevitable requirement of overall country’s economic cooperation. The12th Five-Year Plan outline of the People’s Republic of national economy and society proposes vigorously promoting the rise of Central China, focusing on promoting the regional development of the Wanjiang urban area and the group of Taiyuan City.Hefei city, as the provincial capital city of Anhui province, is the largest city in Anhui province, and the Anhui political, economic, cultural, scientific and educational center. Hefei, Anhui central, is located between the Yangtze River and Huaihe River, in the shore of Lake Chaohu, and has the location advantage of connecting regions in the east and west,etc.Hefei is not only the core city of the Wanjiang urban area, but also the core city of Hefei economic circle. No matter for coordinating the development of eastern, central and western regions, or for developing the Wanjiang urban area and Hefei economic circle, accelerating the construction of Hefei as the central city of Anhui is extremely urgent. The12th Five-Year Plan of Hefei and Hefei tenth Party Congress have clearly stated that Hefei is strategically positioned to be a regional mega-city as the goal, in2020the per capita GDP of20,000dollars or more, and then after5-10years, the regional mega-cities of10million in population size. Regional mega-city is the carrier of industrialization and urbanization, plays a guiding role in the regional economic development in the urban agglomerations, city circle, city belt and radiates to drive the cities around.At present, with the acceleration of industrialization and urbanization of Hefei,the function of urban industrial agglomeration, city radiation and population is improved. Anhui provincial government has announced to repeal Chaohu city, which the state council agreed. Chaohu city contained one district and four countries, but now, the Chaohu city has become Chaohu country which belongs to Hefei city. Lujiang country which belonged to Chaohu city has belonged to Hefei city. Chaohu city has been divided up which has expanded the market and hinterland of Hefei and enlarged living space of Hefei. In short, repealing Chaohu provides the basis and condition of construction of regional mega-city of Hefei.Construction of regional mega-city of Hefei can form the core of development poles of Anhui province and may drive economic growth of Anhui province. Construction of regional mega-city not only can cultivate the core city and growth pole of Jianghuai urban agglomeration, but also optimizes the system of Yangtze River Delta and midland areas, thus it may promote the harmonious development of the east region and the west region.The paper begins with the real basis of regional mega-city of Hefei and prediction GDP and population size to demonstrate possibility of construction of regional mega-city through the empirical model, then analyses the present situation of Hefei and refers to foreign regional central city construction experience. Finally, the corresponding countermeasures and suggestions of construction of regional mega-city of Hefei are put forward. The second, the third,the fourth,the fifth and the sixth chapter are the main parts of the full text. The second chapter analyses the comprehensive location, the advantage of traffic, science and education resources, industrial advantages, urbanization level and policy environment,then expounds that the conditions of construction of regional mega-city have matured. The third chapter uses empirical model to predict GDP level of2020and through the population growth rate predicts the size of the population of Hefei in2030, so it proves the possibility of construction of regional mega-city of Hefei. Because of Hefei reasonable orientation nearly10years, economic development has made outstanding achievements, therefore, indicators of the model only choose data of nearly5and10years to forecast the GDP level and population size. The fourth chapter, combined with the actual situation of Hefei development, analyzes the problems which are unfavorable to construction of regional mega-city. The fifth chapter summarizes related experience of foreign regional central city construction and great enlightenment to construction regional mega-city. The sixth chapter, combining with the experience of foreign regional central city construction and specific problems of the current development of Hefei, puts forward the corresponding measures and suggestions.
