The development of a country’s rural economy determines the development degree of the country’s rural finance, rural economic development speed is also greatly influenced by the development status of township finance in the country. Study on the relationship between fiscal policy and economic growth of the township, to explore the path and measures of financial support for rural economic development effectively, give full play to effect the role of financial support for the development of rural economy has important significance. This paper is based on this idea, based on the analysis of the mechanism of financial support for the development of rural economy, taking Dongguan city as an example, the effect of the specific analysis of the development of township economy in support of fiscal policy in Dongguan City, and puts forward the countermeasures to promote the development of township economy in support of Dongguan’s fiscal policy.In this paper, we use the theory of policy implementation and organizational theory of knowledge, through the literature research, comparative analysis, empirical analysis and other methods, research on the Dongguan Township Economic Development in the implementation of fiscal policy.This paper first analyzes the present situation of fiscal policy implementation in rural economic development of Dongguan city, and it is pointed out that the problems of fiscal policy implementation in rural economic development of Dongguan city, mainly in the following aspects:the subject of execution type or lack of implementation; The propaganda work of policy implementation is not in place; policy implementation tool is single, implementation effect is not ideal; policy implementation of poor communication mechanism, public participation mechanism is not active. Secondly,Through detailed analysis of the reasons for the implementation of fiscal policy in the development of township economy in Dongguan City, including the implementation of the subject of execution policy implementation process tendency and advantage; policy advocacy guide way too formal; policy resource limitation; policy executive mechanism rigid.
