Research On The Implementation Of Poverty Alleviation Policies In Yuejiazhuang Township, Xintai City

Precision poverty alleviation is the strategic point of poverty control in the new era of socialism,and also the top priority of the work of "agriculture,countryside and farmers".The Outline of China's Rural Poverty Alleviation and Development(2011-2020)puts forward that the overall goal of China's poverty alleviation and development by 2020 is "to stabilize the poverty alleviation target without worrying about food and clothing,and to guarantee its compulsory education,basic medical care and housing",referred to as "two without worrying,three guarantees".General Secretary Xi Jinping pointed out: "To ensure that by 2020,under the current standards of China,the poor in rural areas will be lifted out of poverty,and that they will be lifted out of true poverty and poverty." Now the time is getting closer and closer to achieving the goal of precise poverty alleviation policy.Governments in all regions and at all levels are also entering the critical period of overcoming difficulties in poverty alleviation.To solve the critical period of "the last mile" on the road to poverty alleviation,it is of great and far-reaching significance to ensure that the task of precise poverty alleviation is completed for building a well-off society in an all-round way and realizing the great Chinese dream.The implementation of public policy has always been an important part of the policy process.The so-called "three-point policy,seven-point policy" is in implementation.Whether a public policy can achieve the desired goal depends on whether the policy can be implemented.For the precise poverty alleviation work,the implementation of poverty alleviation policy must rely on the government to achieve.As the lowest level in the government system,the township government,in order to achieve the desired goal,basically lies in the implementation ability of the township government.From the perspective of the evolution of poverty alleviation methods in China,"precise poverty alleviation" is undoubtedly a milestone in the road of poverty alleviation of socialism with Chinese characteristics.In the context of poverty alleviation,this paper analyses the implementation of Poverty Alleviation Policies of township governments from the perspective of public policy implementation,finds out the problems existing in the implementation,analyses the reasons for the problems,and puts forward the countermeasures to solve them,so as to provide a reliable basis for the better implementation of poverty alleviation policies.The effect of precise poverty alleviation policy implementation can reflect the strength of township government implementation,which is closely related to the local economic development.Through field research,there are still some problems in the actual implementation of the precise poverty alleviation policy.Specifically speaking,the first is that the poverty alleviation policy is not precise enough to achieve it;the second is that the implementation of the policy wastes resources and the poverty alleviation resources do not play the best effect;the third is that the identification of poor households is not accurate enough and there is a phenomenon of recognition failure to achieve;the fourth is that the main body of poverty alleviation lacks internal motivation and the internal hematopoietic capacity is poor;and the fifth is that the implementation of the rural policy has anThis paper takes the township government as the research object,takes the countryside as the foundation,and with the aid of the investigation on the implementation of the precise poverty alleviation policy in the countryside,analyses the problems existing in the implementation of the precise poverty alleviation policy by the township government,and puts forward some suggestions to improve the ability of the township government to implement the precise poverty alleviation policy.? The article mainly consists of six parts.The first part mainly elaborates the background of the research,the significance of the research and the achievements of the research at home and abroad in recent years.The second part elaborates the relevant theories used,analyses the two main ways of poverty alleviation at the present stage,and studies the development stage of poverty alleviation since the reform and opening up.The third part is the basic survey of Yuejiazhuang Township and the introduction of poverty alleviation in recent years.The fourth part is the analysis of the main problems and causes in the implementation of Poverty Alleviation Policies in Yuejiazhuang Township.The fifth part is about typical practices and popularization experience in advanced areas of poverty alleviation.The sixth part puts forward concrete and constructive suggestions from all aspects in view of the problems.At the end of this paper,we summarize the above six parts.If we want to make the precise poverty alleviation work go on smoothly,we must require the township government to have a more efficient implementation ability.Only in this way can we achieve the ultimate goal of poverty alleviation smoothly.
