With the rapid development of social economy,people’s quality of life rise ceaselessly, the rapid growth of the population,expansion of the city, urban water supply facilities appear to shortage of water supply and funds in the construction.Funding sources of the water supply facilities construction in our country mainly rely on government funding, and the gap is larger.In recent years, our country actively promote the Public-Private-Partnership mode,can effectively solve the problem of water supply facilities construction.Water supply project using PPP model can effectively solve the government financial pressure, and meet the requirements of urban water demand.PPP mode has the characteristics of complex operation process, the participating parties and so on, so the risk of PPP water supply project is very large.In order to ensure the water supply project PPP mode can be carried out smoothly, we must be on the mode of PPP project risk management.In this paper, through case analysis, WBS-RBS,expert survey method to identify the risk factors of PPP model of urban water supply project, it establishes the risk index system, and sets up the risk evaluation model.And in terms of risk sharing, based on the principle of risk sharing and risk sharing process, the article establishes risk sharing model and puts forward the risk risk sharing opinions.The main conclusions of this study are the following:(1)PPP model in urban water supply project risk index system is established in the paper, the index system consists of 32 indicators, which national level risk by 11, the risk of market level there are six, project level of risk by 15;(2)Based on entropy theory and fuzzy comprehensive evaluation theory, the paper establishes the model of risk assessment of city water supply project PPP model-Based on fuzzy comprehensive evaluation entropy model;(3) The process of risk sharing is studied, risk sharing process will be divided into three stages: initial stage, negotiation stage and tracking stage.At the same time, based on the game theory of bargaining theory,establish risk sharing model;(4) By analyzing the case of A reservoir the PPP mode,this paper gets the results of risk assessment and risk sharing ratio of PPP reservoir A model.
