A port in Zhuhai was picked as a research field. The hygeinic status of imported pastry / bread and biscuits was studied by sampling and testing including food labels, chemical and microbiological. The main food security issues were found and a discussion was made on the inspection supervision of imported food, and the countermeasures of inspection and supervision were put forward.816 batches of imported pastry / bread and biscuits from fifteen countries(region) were checked based on the national food standards and regulations from June 2013 to May 2014 were, with a total of 15, 2651 tons of weight, value of $6.77 million. The result showed that: the number of unqualified labels was 153 batches, the unqualified rate was is 18.7%.The products with unqualifed food labels were from ten countries(or regions), weight of 180.9 tons, value $704000. The main reasons for the imported pastry / bread and biscuits to be unqualified were: Chinese labels were not printed or logo was not in conformity with the packing of entry inspection requirements. Subsequent processing measures : qualified Chinese labels were enterprised under the supervision of Inspection and Quarantine Bureau.The following recommendations were made for imported pre-packaged food labels: 1, the construction of technical regulations must be strengthen;2 the education of the laws and regulations standard must be strengthen; 3 the enterprise’s main body responsibility must be carried out.816 batches of imported pastry / bread were tested based on the national food standards, including acid value, peroxide value, total arsenic, lead, aflatoxin B1, aerobic plate count,coliforms etc.Salmonella,Shigella, staphylococcus aureus. Food additives were also tested including the preservative, antioxidant and colorant.The result showed that: the number of unqualified food were 11 batches, the unqualified rate for food safety and hygiene was 1.4%. The unqualifed products were from three countries(or region), the weight were 31.6 tons, with value $67000. The main reasons for the imported pastry / bread and biscuits to be unqualified were:the microbial or peroxide value was out of limits. Subsequent processing measures : unqualified products were returned or destroyed under the supervision.On the basis of the above research, five risk projects of pastry/biscuit were selected to detect,which were imported from March to September 2015: determiate benzioc acid, dehydroacetic and dimethyl fumarate residues. The detemination results showed that: determiate benzioc acid, dehydroacetic and dimethyl fumarate residues in the monitoring samples were not found unqualified.Attitude and practice of head of food safety department of importing enterprises were to understand through questionnaires. Most respondents who had relevant knowledge of food safety, paid attention to the quality of imported food safety. The survey showed that some respondents did not pay enough attention to Chinese labels. Respondents were willing to participate in the laws and regulations of food safety to study, improve the professional level, jointly safeguard the safety of imported food.Recommendations on imported food inspection regulation were given based on the above research. The safety of imported food should be strengthened through port site inspection, targented testing, overseas production enterprise registration management, enterprise credit management, perfecting the laws and regulations,the use of risk management, and toestablish multi-sectoral cooperation mechanisms, intensify propaganda and implementation of nonconforming product traceability system.
