The Research Of Risk Guard Countermeasure For BA District Government Investing And Financing Platform

As a core area of Shenzhen-Hong Kong economic circle, BA district’s public infrastructure, maintenance and management have constructed by the Government in 90 years ago, and the most of construction funding came from government finances. Then, with the development of regional economic development and living needs, the limited financial resources can not enough to support the needs of the rapid development. Therefore, the government of BA district began to infrastructure financing system, to format the specialized financing platform, and tried to drive the credit and social funds to participate in municipal construction, public utilities and other fields projects. In 2009, in order to undertake the construction of key infrastructure projects, major industrial projects investment and financing functions which dominated by the government, the government of BA district committed to infrastructure financing system,set up the BA Investment companies,investment management companies and other local financing platform.In recent years, with the development of these platform, such as the problem of system and mechanism in practice, causing concerns of the community.Under this background, this paper focuses on the BA district’s government of investment and financing platform, to sort out the development of these platform, to learn more about these platform management system, operation mechanism and the financial Situation. Meanwhile, on the basis of absorbing and learning research achievements at home and abroad,this paper used field surveys which combined with literature query method,qualitative analysis which combined with quantitative analysis, theoretical analysis which combined with empirical analysis method, to analyse the financing risk and deep-seated reasons for its existence in-depth, and then to build the risk warning model, to put some specific suggestions and comments in order to defuse the risks.To fully draw the experience of local financing platform at home and abroad,this paper based on the risks of the reflection and manage in these platform. We argues that the BA district must regulate the operation of investment and financing platform and reengineer the platform imperatively. Specifically, the following suggestions: such as adjust the investment and financing platform’s targeting, including repositioned States capital functions, implementation and management group; standardized and orderly development financing platform, including expanding financing channels, improving the corporate governance structure, promoting capital operation; strengthened supervision and management of local governments, including the promotion of transparency in debt platform, establishing a sound early warning mechanism; improving the effectiveness of the operation of these platform, including the integration of financing platform, the establishment of scientific decision-making mechanism.
