Urbanization is related to the development of the economy and the society. Studying the urbanization, especially the behavior logic of local government and farmers in the Midwest underdeveloped urbanization areas, has important theoretical and practical significance for expediting urbanization. From the case study of central H township urbanization of Jianghan Plain, we find that due to the existence of separation of the power system, the incentive mechanism, the regional competition and the advantage of local government taking control of the land development rights, local governments have a strong incentive to intervene and dominate the urbanization compulsively and are capable of doing so,hence the behavior logic of local government in the urbanization may be generalized as "the leading logic"; In the face of the local government’s forced intervention and dominant urbanization, farmers, who were passively involved in urbanization,are in the need of security, rights and benefit, and have five main ways to cope with the situation, including individual compliance, cautious struggle, group of violent struggle, struggle and violent protests. By abstracting conditions from the behavior selection of farmers, we generalize the behavior logic of farmers in the urbanization as "the passive logic". In the mandatory urbanization process, the interaction between the local government and farmers formed a complete interaction chain as "local government measures-impact(interest nature, whether basic survival threatening)- a preliminary strategy choice(resistance signal test)- local government response- farmers struggle to upgrade or weaken". From the analysis of local government’s behavior choice under the guidance of "the leading logic" and farmers’ behavior under the guidance of "the passive logic", this paper argues that the local government and farmers following "the deliberative logic” together will be the development direction of behavior logic of local government and farmers in the process of urbanization.
