The Problems And Strategies Of Governing The Unlicensed Business Of Jinjiang County

Unlicensed business is the outcome of market economy, which accompanies the whole process of China’s transformation of economic system, from planned economy to market economy. In recent years, the phenomenon of unlicensed business is worsening. It affects the fairness of market competition, disrupts the social economic order, and is a great threat to the public. Even worse, it also leads to the loss of national revenue and damages the image of urban public management. As a result, it has become an integrated social problem. Therefore, strengthening the management of unlicensed business is both the objective requirement of social economic development and the basic demand of the government maintaining social economic order and ensuring fair and secure dealing. However, the existence of unlicensed business has its complex origin, various forms, wide range, and large number and the majority of men who do business without license belong to disadvantaged groups, who have high mobility. In addition, it involves various laws and regulations and government departments. As a consequence, the traditional mode of governing unlicensed business, which is led by industrial and commercial sector, is no longer applicable, since it has low efficiency and passive status.This paper takes Jinjiang county as an example and sets from the perspective governance theory. By taking the method of literary study, interview and case analysis, this paper aims to study the current situation of unlicensed business of Jinjiang as well as the present status and problems of management of this unlicensed business. It also attempts to further analyze the causes of the problems of governing the unlicensed business and manages to introduce a socialized governing solution and strategies for solving these problems, which include an intensified guidance of macro-policy, the establishment of hierarchical registration management system, the construction of credit system, the re-construction of supervision system, the positive role of people from different people, and the introduction of differentiated regulation. It emphasizes the application of “people-oriented” idea through the whole process of governance and expects to improve the way of governing unlicensed business. Thus, the order of economy and the fairness of competition can be maintained, which will final lead to a harmonious development of society.
