The State takes the people as the foundation,and the people take food as their food and food as the first priority.Food safety is the most basic demand of the people.It is also a popular project for people's livelihood.At the same time,the food industry provides a large number of employment opportunities for the society,and promotes the development and progress of various related industries.It is an important symbol of social stability and prosperity in a region.With the continuous improvement of the legalization management of food safety,the overall situation of food safety in China has improved greatly,but the problem still exists.As far as Shanghai is concerned,a number of hot food safety incidents,such as the long-term use of overdue flour in the red shop Farine,and Salmonella poisoning in the small restaurant,have been sob,and the alarm bell for food safety supervision is also sounded.Among them,small and unlicensed food-low cost,quick profit,simple production technology,small business place,poor sanitary conditions,no business license or food management license,and a large number of small food service providers which are closely related to the daily life of the people,the food safety problems caused by them are especially important.It is a serious problem,and there are many problems such as fire safety hazard and smoke noise,and so on.The supervision of small unlicensed food is the focus of food safety.From the cooperative of public governance,this paper makes use of literature research,statistical analysis,case analysis and other research methods to further discuss the safety supervision of small and unlicensed restaurants in Huangpu District of Shanghai,and combine the construction of small catering units standardization and the interim supervision and management methods of small catering service providers in Shanghai.The experience of the new supervision measures,through the government,the society,the market three party supervision,form a public governance pattern,for further construction of small and unlicensed food safety supervision system to put forward better suggestions.
