The Study On The Efficiency Of Animal Health Inspection In Beijing

This research was conducted to study the efficiency of animal health inspection in Beijing, and protect the quality and safety of food products from animal, via description method, quantitative and qualitative analysis method, and case study method. We have combined with management of government effectiveness and veterinary system evaluation, analyzed the problems of animal health inspection performance, compared the supervision work between domestic and international food safety and made some countermeasures and suggestions to improve the efficiency of animal health inspection in Beijing. The problems include:imbalance system, slow construction progress of regional agencies, the law enforcement infrastructure needed to improve, imbalance team construction progress; about standardization construction, the file of case should be improved, summary report is not great; supervision needed to intensify, arbitrary slaughter, animal products without quarantine, illegal production and sales of veterinary drugs and other behavior still existed; imbalance application of science and technology, the area, layout, facilities, equipment, detection capability, technical staff, management and other aspects of rapid detection laboratory should be perfect; the relevant laws and duty of this organization isn’t knew enough. The group propose corrective measures:to strengthen the team construction, speed up institutional facilities construction, strive for law enforcement funding, purchase equipment, vehicles, clothing, to improve regional official veterinary room and the working mechanism, the establishment of national animal health supervision institutions, the building of uniform food safety administration system; o carry out the work mechanism, work content construction standardization; supervision and law enforcement of veterinary drugs, feed, better breeding, slaughtering, transportation, medical, fresh milk and other procedures; to perfect the test and inspection service system, establish the barrier protection system by the entry registration, quarantine, harmless treatment measures, establish a complete follow-up monitoring system, perfect the animal health supervision effectiveness evaluation model, perfect the legal system of food safety in China; to strengthen the publicity work, persist in innovation promotion method and means, continue to enhance the industry influence.
