Forestland, as a national important natural resources, has an important role in addressing global climate issues and security of supply of forest products and timber. Rational distribution of forest resources is the key to improve the ecological environment, maintain global ecological balance, promote sustainable development. Layout of planning structure in the forestland includes two aspects: statistical analysis of the current situation and potential needs of forestland; the second is to determine the choice of planning afforestation and reforestation area. This paper takes Beijing as the research object, and analyzes the status of forest in Beijing with the satellite called "Gaofen-1" and second class investigation of forest resource under the application of GIS technology. Combined with the related factors affecting the development of city land, taking liner programming as the method, this paper plans the optimization pattern of forest land in Beijing from 2014 to 2020 through the establishment of optimal linear programming model. This paper analyzes and discusses the distribution of forestland after planning with the analytic hierarchy process, and development of forest in Beijing reaches the maximum total forest benefit. The result shows that:(1)Until 2014, the total land area is 16413.14km2.The total area of forest land is 9515.52km2;the area of farmland is 2429.09km2;the area of suitable land for forest is 1107.98km2:grassland area is 47.76km2; water area is 453.42km2, which takes percentage of 3.20%; the area of open space is 98.55km2; and construction land area is 2761.02km2. The urban construction area is 6397.78km2, which accounts for 38.98% of the total land area of Beijing; and the total forest area of which is 1627.92km2. The arbor forest area is 1252.41km2; the shrub forest area is 12.00km2; the open forest land area is 120.47km2; auxiliary production forest area is 4.54km2; nursery area is 233.37km2 and slash area is 5.13km2. The total mountainous area is 10015.56km2, which accounts for 61.02% of the total land area of Beijing;and the total forest area of which is 7887.6km2. The arbor forest area is 3991.69km2; the shrub forest area is 2779.98km2; the open forest land area is 605.18km2; auxiliary production forest is 322.81km2; nursery area is 5.7km2 and slash area is 32.24km2.(2) The amount of forest land in Beijing will steadily increase with the planning to 2020. Arbor forest area will increase to 5634.8km2, and the increase proportion is 7.45%; shrub forest area will increase to 2845.18km2, gains 1.91%; open forest land, nursery, auxiliary production forest is and slash have reasonable distribution, and the area will not change temporarily. The increase of forest area is mainly from farmland, suitable land for forest and open space. Coniferous forest area is 133.16km2; shrub forest area is 102.19km2; theropencedrymion area is 155.35km2;and shrub forest area is 53.2km2.(3) We establish the AHP structure with the method of expert evaluating. Furthermore, we analyze and discuss the result of forestland planning in Beijing from 2014 to 2020. Finally, the result of land planning, CR is 0.0176< 0.1, is reasonable.
