| Drought disaster is the most frequent, the longest duration, and the widest influence natural disaster in pastoral areas. Cause a serious challenge to the production and life of people in pastoral area. The most effect of drought is water shortage of human and livestock in pastoral area. The pastoral drought resistance can be defined as an ability of herders by various measures to reduce and prevent the damage due to the drought and water shortage caused by the natural and man-made factors to the pastoral production and living under the conditions for economic and social development in pastoral area. In this paper, according to the mechanism analysis of interaction between pastoral drought and pastoral natural, social economic systems, the evaluation system of pastoral drought resistance ability which established by using the analytic hierarchy process and fuzzy comprehensive evaluation method. The results indicated that:(1) The pastoral drought resistance ability is a complex system, which effected by lots of influence factors, not only related to the natural factors but also ecological environment. And with the development of society and economy, the human factor played an increasingly important position. Pastoral animal husbandry is an ecological system which composed of grass-livestock- herder. Therefore, comprehensive evaluation of drought resistance ability system can be divided into two subsystems, coordination ecosystem of pastoral and support of pastoral background characteristics. Above all, 4 layers 20 evaluation indexes constitute the assessment index system of pastoral drought resistance ability.(2) A fuzzy comprehensive evaluation model is a method of used the fuzzy mathematics combine comprehensive evaluation to the things which affected by many factors. Evaluation of drought resistance of pastoral areas affected by multiple factors, with ambiguity and subjectivity, should be evaluated from many aspects. Therefore, it can get the more objective results using the fuzzy comprehensive evaluation model.(3) The comprehensive evaluation of drought resistance ability of 10 animal husbandry banners of Xilin Gol League results show that three of them show the strong drought resistance ability, were Abag Banner 、Zhenglan Banner and Dong Ujimqin Banner; two medium zones, were Xi Ujinmqin Banner and Xilinhot; five weak zones, were Zhengxiangbai Banner, Sunite Right Banner, Sunite Left Banner, Erenhot and Xianghuang Banner. The proportion of very weak drought resistance is quite big, about 50%. Showed that the drought resistance ability of Xilin Gol League pastoral area at a lower level in general. |
