Our country has a great population and is a great agriculture country. In recent years, in the process of rapid economic development and rapid urbanization, a huge cultivated land is occupied. Human is suffer daunting problems from low cultivated land area per capita, poor quality of cultivated land and inadequate cultivated land reserve resources. Cultivated land problem is a derect threat to the food security. However,with the improving of people’s living standard and citifying process,People’s demand for food will Sustained growth. Solving the cultivated land problem is imperative. Land consolidation is the effective way to improve the quality and to increase effective erea of cultivated land. Studying the influence of land consolidation project on cultivated land quality has importance significance,it can provide evidence for land consolidation plan and design,rational utilization of cultivated land resources, managing and protecting cultivated land,and protecting food security.This paper took land consolidation project on 2012 in Shang Gao County of Jiang Xi province as an study erea.It can reflect the before and after cultivated land quality changes from cultivated land quality grade and productivity.Analysing the impact factors and the influence degree of consolidation project to cultivated land quality changeable. At first,on the basis of results,the last cultivated land quality grade annual updating. Determined the cultivated land quality evaluation index system and these factors’ s weight by using analytic hierarchy process(AHP) and Delphi method. According to the new evaluation index system and weight,updating the last cultivated land quality grade annual updating results,the updating results as the cultivated land quality grade before land consolidation. Using the k-means method determined the maximum production,then renewing the maximum index of “production-cost”, recalculating the Land Use coefficient and Land Economic coefficient.evaluating the cultivated land quality grade after land consolidation by using the agricultural land classification method. After that,combining the last cultivated land quality grade annual updating result with the collected various kinds of production datas,corresponding to the national quality grade index and land use grade index, then establishing the productivity linear tegression model,so get result of the productivity accounting result before and after land consolidation in study area. At last, comparative analysis the changeable of cultivated land quality grade and productivity before and after land consolidation in study area, then analyzing the influence factors and these factor’s influence degree of land consolidation project on cultivated land quality changeable by using the principal component analysis. The main study results are as follows:(1) The new evaluation index system contains the characteristic of land consolidation project compared with the original ones, add Plots regularity and Road network density. The maximum production and the maximum index of “production-cost” of early rice has changed, are 530Kg/mu,1.191Kg/yuan. The recalculation land use coefficient and the economic coefficient promoted to varying degrees compared with the original ones. The natural quality grades before land consolidation contain 11-14 grades,these accounted for 5.47%、27.98%、61.29%、5.26% in turn of the total, the natural quality grades after land consolidation contain 12-14 grades, these accounted for6.40%、61.62%、31.98%% in turn of the total;the land use grade before land consolidation contain 7-12 grades,these accounted for 1.78%、3.54%、41.25%、25.33%、21.60%、6.50% in turn of the total, the land use grade after land consolidation contain 8-13 grades,these accounted for 2.38%、7.92%、36.91%、18.01%、30.09%、4.69% in turn of the total; the land economic grade before land consolidation contain 4-9grades,these accounted for 4.97%、1.59%、3.48%、12.68% 、 57.11% 、 20.17 in turn of the total, the land economic grade afrer land consolidation contain 4-10 grades,these accounted for 0.46%、4.51%、、4.21%、1.46%、9.94%、59.46%、19.96% in turn of the total.(2)The theoretical yield,realizable yield and practical yield of before land consolidation in study area are 14718.04Kg/hm2、12101.41 Kg/hm2、11351.13 Kg/hm2, the theoretical yield,realizable yield and practical yield of after land consolidation in study area are 15394.29Kg/hm2、 12996.78 Kg/hm2、 11591.55Kg/hm2.The theoretical productivity,realizable productivity and practical productivity of before land consolidation in study area are 16000tons、13000tons、12300tons. The theoretical productivity,realizable productivity and practical productivity of after land consolidation in study area are 17000tons、14200tons、12800tons.(3) It shows that the levels of cultivated land quality grade and productivity are all promoted from the results of comparing the changeable of cultivated land quality grade and productivity before and after land consolidation in study area.The changeable of the unit yield levels are consistent with the changeable of cultivated land quality grade in each district. The influence factors and these factor’s influence degree of land consolidation project on cultivated land quality changeable are in turns: Irrigation, Drainage, Organic matter content, Plots regularity, Road network density, Plots flatness,Soil p H.
