Heat, sunshine, precipitation are key meteorological factors affecting crop growth, changes in these weather factors will directly affect the type and growth of crop water requirement rules affecting crop growth period. The past century, showing the warming of the climate change, the rain belt transfer, increase in extreme events, etc., which led to profound changes in crop conditions and water demand rhythm, change of crop irrigation water requirement for the development of strategies and regional water resources allocation there is an important reference, the study of climate change on crop water requirements, can provide real-time quantitative data to support irrigation and water use efficiency of crops for the establishment of early warning and forecasting systems, optimization and mitigation of water supply and demand kind of structure provided reliable scientific basis for the development of disaster prevention and mitigation policy decisionmaking basis, to ensure the safety of agricultural water is important. In this paper, as a measure of accumulated heat, the effects of climate change on crop growth period, combined with effective precipitation analyzes the different crops on water requirement and the whole growth period fertility within. Determine crop growth period by accumulated threshold and its variation found: planting winter wheat in the basin, emergence, tillering time showed tendency to delay, jointing, heading, dough stage performance ahead of the trend. In terms of the growth period, planting was delayed harvest ahead of time.Luan River winter wheat planting- emergence and seedling- tillering growth period in order to extend the length of the performance trend, tiller- jointing time by jointing-heading heading- dough stage time will be extended in some areas showed some regions show to shorten. For the whole growth period of winter wheat is concerned, the entire growth period in order to shorten the length of the performance trend. That is, the water requirement of winter wheat in shorter time.Temperature increased 1 ℃ growth period of winter wheat irrigation water demand reduction 3.6mm, the impact from the upstream to the downstream plains of the High Plains area is growing increasingly significant. Water temperatures increased by 1 ℃ need to make the whole growth under conditions sufficient water to reduce 2.75 mm.Finally, according to the basin social, economic and ecological sustainable development goals, climate change is proposed for the crop Luan River Basin water demand management strategies.
