This risk analysis is based on data collected from questionnaires of animal health status from the national animal and food center of the Norwegian Food Safety Authority and related reports. Seven bovine diseases known to occurr or have occurred in Norway have been analysed, and qualitative terms were used to describe the possibility of these diseases to be established in China through imported bovine semen, A combination of factors were considered in this study to evaluate the following; the likelihood of contact in China, as well as the possible consequences following the establishment of such diseases.The results showed that the imported bovine semen from Norway could be responsible for causing paratuberculosis and bovine enzootic leukemia which are high likely to take place while other diseases such as bovine viral diarrhea and leptospirosis are less likely to be imported, as for others like FMD, anthrax and BSE the possibility is nill.As a conclusion, the recommendation is to strengthen risk management measures, which might reduce the risk of contaminated bovine semen carrying animal threats step by step and make the risk acceptable by strengthening quarantine and strict inspection after immigration.
