Import Risk Analysis On Porcine Semen

Compared with living animals, the best advantages of importing super-bred boar semen is low risk of introduction of diseases, convenience and low cost of transportation; and there are other benefits by AI in promoting utilizing, quickening spread, extending rage, decreasing number of breeding of well-bred swine and in feeds thrift, low cost of management and no limits to timing, region, life-span of breeder and so on. Although rather less low risks of diseases by importing semen compared with living swine, it is other than no risks. Some serious contagious diseases, such as ASF, PRRS and so on, can transmit through semen. So assure semen free from any diseases as well as importing well-bred boar semen in order to protect domestic pig husbandry is great difficulty for CIQ. Risk analysis is important tool to solve the problem.We make risk analysis on concerned diseases (risks) by qualitative method, refer to international conventions (international standards, guidelines, recommendation, etc.), based on latest animal plague status and newly research achievements in the world as well as domestic practical situation of animal disease, during importing porcine semen. Firstly, find out 52 species of diseases related to porcine semen. Then, from these diseases, identify 19 key diseases which needed further analysis. Finally, sum up quarantine measures which adapt to our nation's risk protective level on every key concemed diseases during importing porcine semen. Integrate these quarantine measures with our own related laws and legislation, try to draw up the risk management measures according with requirements of WTO ,SPS, OIE and domestic risk protective level: "Sanitary requirements on importing porcine semen", "Healthy requirements on registered AI center abroad", "Veterinary healthy requirements on provisional quarantine farms for imported porcine genetic materials" . "QUESTIONNAIRE FOR APPROVAL OF PORCINE AI CENTRES" .This IRA reports have been becoming to scientific bases for the state to make up measures of importing animals semen,and have been is accepted by main WTO members.
