Cadastral land management s related to land use and work, the basic management object is cadastral parcel. In recent years, the fast development of cities pushes cadastral parcel to change more frequently, increase sharply in relation to its information data. Which makes it difficult for traditional manual work hard to manage cadastral parcel information. So with the computer technology to achieve parcel management information, and constantly improve the level of modernization parcel information management.This paper based on Neijiang Central cadastral parcel information of requirement analysis, parcel management information system of Layered program, Functional architecture and database design, the layer of the whole system, detailed design. requirement analysis mainly includes parcel registration, audit and cadastral parcel change, besides,The demand for cadastral parcel data management includes the introduction of spatial data and attribute data, management, edition, updating and so on.The structure of system based on C/S was established, with ArcGIS Engine and ArcSDE technology for all levels and the function of each module in the system design and realization of the parcel management information control. Using the backend database system and using the SQL Server, ADO.NET with backend database system of communication, ArcSDE as the spatial database engine gives the spatial data access. This system is used in Neijiang central administration for agricultural resources and building on land demand, the unified management of room, and information storage, management, the unified management and real estate to issue of real estate. Cadastral parcel information system operation results show that the design can effectively meet the needs of parcel estate management process control.This paper based on the work of Neijiang Central Bureau of Agricultural administration Research and Design of the specific needs of the business parcel management information system, which itself encapsulates part of the interface ArcGIS Engine, making more efficient use, add three-tier design, function modules and delete operation has a certain independence, maintainability higher; while beautifying technology and ArcGIS integrity combine to make the interface more user-friendly.
