Along with increasingly exhausted fossil energy and the demand for clean energy caused by climatic change worldwide, the biomass energy industry springs up everywhere in the world. Since the release of the 11th Five-Year Plan, China has confirmed seven forestry biomass energy research goals including the cultivation of energy forest, aiming to provide technological support for the development of biomass energy.The forestry biomass energy is characterized by the renewable, environmentally friendly and multifunctional complicated features. The vigorous development and efficient utilization of forestry biomass energy becomes a significant part of the present forestry field. Driven by the eco-household project and relevant policies concerning the deepening of forestry reform, Beijing presents a powerful development trend in the forest energy development and comprehensive utilization. The development of forestry biomass energy and reduction of pollution discharge in the traditional energy consumption is of great significance in realizing the goal of ecological civilization construction, constructing the new socialist countryside and breaking the urban-rural dual structure. The energy forest of Elaeagnus angustifolia L. with the target of fuel utilization, has already been mature in the cultivation technology, operation and management, as well as the comprehensive utilization after years of tests and experimental planting, and developed a perfect technological foundation and successful experience for the development and promotion of the energy forest of Elaeagnus angustifolia L. in the future. The application and promotion of cultivation techniques for Elaeagnus angustifolia L. energy forest comply with the Renewable Energy Law of the People’s Republic of China and the Energy Development and Construction Planning for the 13th Five-Year Plan in Beijing, meet the general requirements of urban and rural energy construction and ecological construction in China, and are conducive to facilitating sustainable development of society and economy in remote mountainous areas of Beijing. Meanwhile, the research will provide references to the utilization and promotion of urban-rural forestry biomass energy in Beijing and even the whole country, as well as decisions on energy development made by local government.The topic selection of the search and the cultivation technology of energy forest of Elaeagnus angustifolia L. are inspired by the Study on the Tree Species Breeding of Shrub Energy Forest and Efficient Cultivation Technology (Major project cultivation fund of technological innovation engineering for institutions of higher learning). As a policy and countermeasure research, this research mainly learns about the basic condition of the launch of planting of the energy forest of Elaeagnus angustifolia L. in Yanqing Country, analyzes the natural geographical conditions, forestry operation and management condition, as well as the social and economic development status of Beijing, especially Yanqing County with various methods, such as the secondary data collection method, visiting survey method, individualized analysis method, expert consultation method, questionnaire survey, etc. In-depth investigation and research is carried out for the application and promotion of the cultivation technology of Elaeagnus angustifolia L. through sorting out and illustrating the achievements in the cultivation technology. Appropriate factors and existing problems during the application and promotion of cultivation techniques for Elaeagnus angustifolia L. energy forest in Yanqing were analyzed. The ideas, objectives, and modes and strategies for promoting cultivation techniques were summarized to further develop Elaeagnus angustifolia L. energy forest in Beijing.
