Prohibition crop straw burning in our country, is a policy in order to reduce pollution the damage on environmental caused by straw burning and fire hazard which has benefit for country and the people. Since the implementation of the prohibition crop straw burning, governments put a lot of manpower and energy into promoting the prohibition crop straw burning work and have achieved some success.However,the local government which takes the main responsibility, has lots of pressure,and faces many problems.Therefore,this paper takes the M town as an example, to study in the prohibition crop straw burning work of the local governments in China.This paper based on the summary of background research and the prohibition crop straw burning related policies and governance studies the situation of the prohibition crop straw burning works in M town.M town,located in the north Jiangsu Provincebe nearby Weishan lake, is an important agriculture town whcih produce grain and staw as the main economic income. In accordance with the instructions of the superior government, M town makes prohibition crop straw burning work plan every year, including founding a leading group and foundation and makes all the staff working at it.In this high-pressure situation, the forbidden work achieved certain results. The number of fires through satellite monitoring decreased year by year and the “straw turnover technology”has been promoted. Even so, the problem is still there, not only there is a lot of straw burning behavior but also littering straw phenomenon can be seen everywhere, the majority of the villagers even play against prohibition crop straw burning work.These factors and behavior lead M town’s prohibition crop straw burning work facing a larger problem. To sum up, both farmers and local government should take responsiblities: the basic unit government service ability is insufficient, lack of capacity of civil servants and initiative, the majority of farmers think straw has no value, including the lack of rural labor.What more important is that in the town of M the comprehensive utilization of straw is still in its infancy, there is no real straw comprehensive utilization of industrial development.This paper put forward to promote local government to do a good job in management of prohibition crop straw burning suggestions: one is to strengthen the construction of grass-roots civil servants, including through training, improve the overall quality of the contingent; to strengthen innovation, enhance the staff’s ability to work; scientific assessment to enhance our service consciousness. The second is to support the market and the development of social forces, including encouraging the circulation of rural land, to create a scale of the operating conditions; establish the rewards and punishment system, straw comprehensive utilization of enterprises and farmers subsidies to award on behalf of; efforts to increase policy support to mobilize the enthusiasm of enterprises. The third is to change the government management methods, including to strengthen the service, through demonstration, a large drive change the concept of farmers; specimen and cure, blocking sparse combination, based on sparse; highlight the subject of management, close the government, enterprises, social organizations, and win-win cooperation.
