The energy that is mainly based on fossil fuel is gradually died up, and it brings huge pressure to the environment and ecosystem, looking for renewable clean energy and achieving the diversification of energy have become the trend of sustainable development of the world. Mankind is entering the era of renewable energy. In the family of renewable energy, the biomass energy is practicable. Therefore, countries are stepping up to adjust their own energy strategy. Sugarcane which has high biomass, high amount of fermentable sugar is a wide adaptability and resistance to adapt to marginal land (slope, sand and saline), in my country sugarcane always does not struggle with gain field. The sugarcane for carbon four crops, compares to carbon three crops, photosynthesis efficiency is three to eight times higher, the carbon dioxide compensation point is lower, which is only 1/10 of the carbon three crops, and the light saturation point compares to carbon three crops is three to four times higher, which reduces“the greenhouse effects”obviously. Therefore, the production of sugarcane fuel ethanol has the ideal characteristics of the biological characteristics and botany. Sugarcane is only one of the worlds so far realized industrialized, large-scale, market-based fuel ethanol production of non-food energy crops. Based on national strategies of oil security, Chinese government started“Denatured Fuel Ethanol”program and“Ethanol gasoline for motor vehicles”program in 2001, which is the background of the development of sugarcane fuel ethanol production in China. This paper describes the development of domestic and international status of sugarcane fuel ethanol, including the relationships between sugarcane fuel ethanol with grain, cotton , oil and sugar, sugarcane ethanol fuel technology economy and cost-effectiveness, the production of sugarcane impacts on environment and ecological system, annual supply of raw sugarcane system, the technology maturity degrees of sugarcane fuel ethanol conversion process and market competitiveness and so on.Through domestic and foreign researches, using qualitative analysis and quantitative analysis, theoretical analysis and case studies of the combination of integrated research methods, the paper analyzes the cost-benefit and the production potential of sugarcane fuel ethanol, the main sugarcane producing countries and the effects on our country’s socio-economic and researches the development strategy of sugarcane fuel ethanol.The paper clearly explains in China the supply of raw materials of the sugarcane fuel ethanol, the flexibility of technology and economic, puts forward the overall thinking of sugarcane fuel ethanol development of our country, suggests that combine the energy security with sugar security and food security, combine the development of industries with the increasing of farmers’income, combine independent innovation, integrated innovation and introduction of technology, combine production, learning and research, combine the government impetus with market drawing, and puts forward the overall thinking and the development targets of sugarcane fuel ethanol of our country, finally, through the research of some questions in sugarcane fuel ethanol of our country,puts forward to strengthen the dominant position, assists the development of sugarcane fuel ethanol policy system, forms the good competition in the market mechanism, strengthens the suggestions of the sugarcane fuel ethanol technology research system. This paper studies the use of China’s annual sugarcane surplus of 2360 tons, 250 tons of molasses to produce ethanol, and proposed a method of recycling of sugarcane, sugarcane ethanol has been laid in non-food biomass of the dominant position of ethanol.
