With the rapid development of science and technology, the role of novelty isgradually enhanced in research management activities and the demand fortechnological innovation evaluation is increasing. With the development ofinformation environment, the public is strict with the quality of novelty,which bringsmany challenges to the construction and management of novelty organizations. Underthe management model of unified supervision and classification regulatory, militarymedical novelty retrieval organizations run smoothly. However, within the largenumber of military medical novelty retrieval organizations, the report quality, servicestandard, and management status are varied, which affect the supporting role of thenovelty retrieval organizations for science innovation. With the encouragement oftechnological innovation and scientific assessment, military medical novelty retrievalfaces challenges in the external environment and inside building. Improving qualityand promoting its development are very important. Therefore, the construction ofevaluation index system for military medical novelty retrieval organizationscontributes to finding critical factors of the institution-building, establishing ascientific and objective evaluation standard, regulating the novelty work andproviding reference of novelty developing.The core of the paper is the construction of evaluation index system for militarymedical novelty retrieval organizations. On this basis, the empirical research revealsthe organizations’ development status and attests the scientific nature and feasibilityof the evaluation index system. It also reveals the shortcomings of personnel quality,scientific research level and reports quality. Simultaneously, it analyzes the differencebetween military medical novelty retrieval organizations and national leading noveltyretrieval organizations by using benchmarking. At last, it discusses the developmentstrategy of military medical novelty retrieval organizations by analyzing the externalenvironment and the advantages and disadvantages. The paper mainly includes thefollowing five parts.The first part is basic theory of evaluation index system and the status quo ofdomestic research. This study mainly expounds the whole process of the construction of evaluation index system, and analyzes its evaluation environment, evaluators andevaluation object. Basic theories of Delphi and Analytical Hierarchy Process (AHP)have been used to construct the evaluation index system. In addition, this part reviewsthe status quo of domestic and military evaluation index system for medical noveltyretrieval organizations, which can highlight the significance of the study.The second part is construction of evaluation index system. By summing up theadministration status and characteristic, we analyze the key factors, which caninfluence the construction of military medical novelty retrieval organizations. We setsome principles of selecting evaluation indexes, such as the principle of science, theprinciple of comprehensiveness, the principle of comparability, and the principle ofdetermining the nature combined with quantitation, in order to construct initialevaluation index system for military medical novelty retrieval organizations. Theindex system and its weight coefficients are determined by using improved Delphiand AHP. The whole evaluation index system for military medical novelty retrievalorganizations includes novelty retrieval regulations and experts’ advice comprises offour first-level indicators and fourteen second-level indicators.The third part is empirical research on the evaluation index system. Theempirical research is divided into two parts, the internal empirical study to evaluatethe status and the external comparative research to analyze difference, which all cantest the scientific nature and feasibility of the evaluation index system. In the internalresearch, we randomly select three military medical novelty retrieval organizations asthe object and score their quality according to the evaluation index system and thecustomized internal evaluation standard. The results confirm the purpose and thedifferent scores reveal the problems which are the same as the preliminaryinvestigations. In the external research, we visit three national leading noveltyretrieval organizations to realize their development focusing on the key issuesreflected from the evaluation index system by using Benchmarking, which providesreference for the future development of military medical novelty retrievalorganizations. The results highlight the importance of high-quality talent team, andthen reveal the risks of business shrinking making a wake-up call for us.The fourth part is development strategy of construction for military medicalnovelty retrieval organizations. It fully reveals the advantages of standardizedmanagement, professional talents and abundant resources, and the disadvantages ofunbalanced development and the decline in demand by SWOT of the development of military medical novelty retrieval organizations. Meanwhile, affected by changes inenvironment and policy, the development of industry supervision, deepening status ofnovelty and increasing demand of science evaluation are opportunities of militarymedical novelty retrieval organizations, but difficulties of controlling quality,differences in the quality of reports, and staff mobility strongly are the potentialthreats. The strategies of development, such as cultivation of talents, sharing ofinformation resources, carrying out innovative services, popularizing noveltyknowledge, refinement of standards, carrying out examination and evaluation workregularly to improve literature evaluation reports, have been put forward according toSWOT analysis. All the strategies can improve the novelty retrieval quality.The fifth part is summary and discussion. This part mainly sums up the processand conclusions of the study, gives innovation points, and analyzes the shortcomings.
