Currently in China, there is a lack of consistent and standardized hospitalperformance evaluation system by the Public Health authority. The Department ofPublic Health of Henan Province has implemented the objective managementapproach regarding “the ten aspects of indicators” of the performance, which providesthe foundation for a thorough and standardized evaluation system for hospitals.However, the Public Health Department is limited by administrative resource andmanagement skills, which leads to a lack of effective approach and method forevaluating hospital performance. This research aims at providing an applicable modelfor expanding the “the ten aspects of indicators” of the information, and scientificevidence to assist the national and provincial public health authority in forming theirguidance in evaluating the hospital performance and in developing the evaluationsystem.The author has reviewed the researches regarding the existing experiences,research methodology and theories of hospital performance evaluation within Chinaand abroad. Through these reviews, it is discovered that there is a variety ofevaluating methods and the effectiveness has been proved. However, the researchesmostly focus on the level of scientific analysis, and rarely on the application of theevaluating methods in hospital management or the administrative departments inpublic health. Data has been collected through the interviews with the specialists inthe area, and used for analyzing the current status of assessment in Henan ProvinceHospital and the development and implementation of the Public Health Department’s“the ten aspects of indicators” system. The results reveal the problems in PublicsHealth Department’s assessment on hospitals utilizing the “the ten aspects ofindicators” method. The results also show that currently in Henan Province theevaluation system for the tertiary comprehensive hospitals have not been built.Furthermore, the researcher provides suggestions on assessing the tertiarycomprehensive hospitals in overall performance, medical treatments, quality of work,investment-production relative effectiveness etc. The performance evaluation system include the entropy weight method, clusteranalysis, weighted Rank-Sum-Ratio, weighted Technique for Order Preference bySimilarity to Ideal Solution (TOPSIS) and the Data Envelopment Analysis method.The entropy weight method determine the weight of indicators, the size of the weightsreflect differences in hospitals. Using the cluster analysis and weightedRank-Sum-Ratio method to carry out the performance evaluation, an idea is the“extreme” hospital exists in Henan Province, but majority of the hospitalsperformance are low and the difference are smaller, and the comprehensiveperformance gap between the best and worst reaches5.6times. Weighted TOPSISmethod can be applied to the quality of work, the hospital medical quality biggest gapbetween30times. DEA is made investment-production relative effectivenessevaluation on the tertiary comprehensive hospitals, overall work relatively effectivetertiary general hospital in Henan Province.The conclusions are: firstly the tertiary comprehensive hospitals have greatdifferences regarding overall performance, medical treatments and work quality, butthe relative effectiveness is valid; secondly the hospital resources are unevenlydistributed; at last the Public Health authority can utilize the assessment to providescientific evidence for decision making.The innovations of the research are firstly pointing out that on a provincial (orlarger) scale the government should apply the “Pyramid” structure for functionplanning in order to balance the hospital resource allocation and to build a reasonablepublic health service system; secondly providing the idea of using computing systemfor analyzing data and obtaining results to replace the complicated mathematical andstatistical analyzing process in order to prevent limitation brought by the complexityand professionally of the assessment methods so that more management personnelcan master the system of assessment.
