Objective:Through getting a panorama of present situation of the nuclear emergency reliefcapability in the general hospital of Hunan province and deeply analyzing existingproblems of hospitals dealing with nuclear accidents rescue. The purpose of this thesisis to provide a referential rescue process of nuclear emergency and evaluation schemefor hospitals of all levels, to improve the emergency rescue ability for medicalinstitutions to deal with nuclear and radiation accidents and ultimately to choose thefeasible, economical and highly efficient solution to improve the rescue capability inHunan province.Methods:This study investigates the first-class tertiary hospitals in Hunan Province, usingthe unified questionnaire which was developed by the Ministry of Health in2006,which selected samples of21hospitals randomly, to have a understanding of thenuclear emergency management, rescue team building, medical rescue conditions,rescue experience and status of medical relief organization system of those hospitals.After the comparison of the first national survey data and nuclear emergencyresources survey data, I deeply analyze the existence of the organization andmanagement capabilities, rapid response capabilities, technical capabilities rescue,rescue protection capacity issues and advise on the rescue plan, the emergencymedical response system, the rescue teams professional capacity building, nuclearsafety awareness education, training and carry-out field exercises, proposed sixaspects of emergency relief supplies.Results:Hospitals lack of a complete nuclear emergency accident of medical rescue plan, there are no improvement emergency command mechanism, clear definition ofresponsibilities and a platform that make information access and share of provincialand municipal nuclear emergency true;There are few of emergency medical rescue training and drills carried out,emergency supplies insufficient reserved, the ineffective management, the slow staffmassed and materials prepare lacked; Not only Evacuation process is unreasonable,but also lack of rapid evacuation tool; Poorly rescue techniques and can’t besynchronized to achieve rapid assessment, diagnosis, initial classification, timelydiversion.There are few nuclear emergency personnel which structure is unreasonable andlack of awareness of nuclear emergency;poor of theoretical study, training exercisesand on-site rescue experience; Lack of rescue-related knowledge and failed to masterthe skills and techniques that how to use rescue equipment; Hospital’s nuclearemergency drugs, devices, equipment reserve quantity are shortage, less kind, qualityis hard to guarantee, materials management is also inappropriate; Lack of aspecialized platform which can management of nuclear accident emergency rescue ofintegrated information, emergency communications equipment lack of ability toaccess and analysis information because it is outdated; Special nuclear emergencyfunding is shortage.Conclusion:Most of the first-class tertiary hospitals in Hunan province are lack of Nuclearemergency inadequate reserves which are funds, medicines, equipment, personnel,plans and the like, some are outsourced to the Occupational Disease PreventionHospital of provincial.Occupational Disease Prevention Affiliated Hospital of Hunan Province onlyreserves some common substances yet, however, the result is hard to imagine whilethe nuclear and radiation accident occurred.Hunan Province almost has no special funds on Nuclear Emergency medicalrescue, it mainly by self-oriented. Many city and county-level nuclear emergencymedical rescue organization are dead letter, anchored in the Emergency Management Office.
