The Comprehensive Evaluation Indicator System For NingXia Township Hospital Center

Objectives To develop a comprehensive evaluation system for the Township Hospitalcenters in NingXia based on the official guideline and local conditions, which would providedatabase for government in health decision making.Methods Consult domestic and foreign literature about the performance theory,performance assessment, health system performance assessment, hospital performanceassessment and township health centers assessment and so on; A series of indexes wasselected with the Delphi method to obtain the evaluation indicators and their weights; TheTownship Hospitals were evaluated according to results from the Delphi method with theanalytic hierarchy process after standardizing the data; Twenty-four Township Hospitalcenters in NingXia were selected as pilot evaluation sites through convenient samplingmethod; Statistics: Establishment database and compute the value of standardized indicatorsand performance index, descriptive statistics, Reliability analysis, correlation analysis, ranksum test were used for data analysis with software SPSS18.0and EXCEL2003.Results According to the Delphi,75indicators were selected for evaluation systemincluding“government policy”,“organization building”,“human resources”,“serviceperformance and service quality”,“society effect”; The evaluation was conducted using thedeveloped evaluation system in24selected Township Hospital centers of NingXia; Resultsobtained with the evaluation system had significant positive correlation with thant of NingXiaHdalth Bureau. Conclusions The evaluation system developed in this study shows function of theTownship Hospital centers, which can provide policy oriented effects positively; The resultsusing this evaluation system showed a high consistency with those about government policy,and which indicates that this system is a practical and reliable one; suggestions:(1)payattention to human resources building;(2)enhance evaluation on management of healthinformation and control reasonable, and aim at special peopie;(3)evaluation for communityrehabilitation,think highly of the service idea of bidirection cooperation.
