Henan Grading Diagnosis And Treatment System Design

In recent years, with economic and social development and establishment of universal health care system, the people have had increasingly high demands for health care. The original treatment approach of “selective diagnosis, treatment and surgery” have resulted in that large numbers of patients flock to tertiary medical institutes, large hospitals become overcrowded, primary medical institutes lack of patients, some medical resources become insufficient while others idle, making it difficult and expensive for people to have medical treatment and doctor-patient relationship inharmonious, affecting social harmony and stability. Adopted by multiple developed countries, the grading diagnosis and treatment system can exert various medical resources at all levels, reducing medical waste and easing medical treatment difficulties. Currently, multiple experts and scholars at home and abroad are conducting in-depth study and exploration on the grading diagnosis and treatment system from different angles. Domestic grading diagnosis and treatment system pilot work has been gradually developed.Based on the theory of new public management, especially process reinventing and government remodeling, this author has consulted different literatures, completed questionnaires and interviews with different groups of people. This paper analyzes, from the 3 aspects of medical treatment, hospital development and doctor-patient relationship, problems faced by Henan health development, such as difficult and expensive medical treatment, influx of large numbers of general patients into tertiary hospitals, waste of quality medical resources, insufficient high-tech medical services, insufficient scientific research capacities, inharmonious doctor-patient relationship and improper medical practicing environment against the current non-grading diagnosis and treatment system. This paper suggests the only way to solve these problems is the grading diagnosis and treatment system, which, however, is faced with certain problems such as inadequate medical resources, uneven configuration of medical resources, negative responses of health service participants to the grading diagnosis and treatment system. Although faced with multiple problems, Henan is qualified to the implementation of the grading diagnosis and treatment system, such as sufficient primary medical institutions, adequate health information, network referral services, sound tertiary medical care service network and service capabilities and increasing demand for grading diagnosis and treatment caused by resentment for the existing treatment system. Based on the analysis of the necessity, difficulties and feasibility of the grading diagnosis and treatment system, in combination with practical situation of Henan health development, this paper proposes a grading diagnosis and treatment system merging advantages of the grading diagnosis and treatment system and in accordance with the practical situation of Henan medical treatment, namely, implementing the first diagnosis responsibility system merging county, township and village medical institutions into a single whole, centering reasonable health care regional planning, 5-class medical treatment circle, 3-class grading system and referral treatment characterized by sufficient information and two-way choice. This paper also suggests certain efficient and orderly operation of this system.
