The New Rural Cooperative Mdeical Insurance For Rural Residents’ Consumption

Relying on investment and export growth model gradually to poll consumption, will be replaced by investment, export and demand driven economic, it is the main tasks of economic construction in our country,in the future. For a long time China’s rural population accounts for more than half of the population, and rural consumption accounts for only about 35% of the total consumption, therefore, to expand the casting needing of farmers for stimulating economic growth in China is especially important. The lack of rural social security system, farmers expectations of future uncertainty and precautionary savings to increase rural residents’ consumption demand in one of the important reasons.Based on predecessors’ research, we use new rural cooperative medical insurance system as the point, combining PSM and DID to study the contacting consumption, and evaluation of the policy to reduce precautionary savings farmers, to enhance rural consumption ability, improve played an important role in people’s living standards.Specifically, depending the analysis of the development and present action of the new farmers medical, studying the mechanism of the new farming medical influence on farmers’ consumption, to establish a mathematical model about the theoretical basis for; Using CHNS data, using STATS statistical software, the PSM method is used to eliminate the sample data,Depending endogenous DID model is set up, respectively for new farming medical implement three-year (2000,2006), new farming medical implement six-year (2000,2009) to study the policy effect. Due to lack of data CHNS survey nondurable consumption spending, in this paper, depending of existing research, using farmers the nutrients intake instead of rural residents’ consumption expenditure.The results of research show that the new farming medical implemented a three-year (2006), significantly increased the nutrient intake of the rural residents,it indirectly reaction in implementing the insurance for the third year in a significant increase of people costing level, improve the health of the farmers; In the farming medical implemented six years (2009), the system not to have the same obvious policy effect, namely that new farming medical in promoting the farmers’ costing of the role of is waning. Finally, research conclusions, we put some policy advices, such as:broaden the sources of premium channels, improve the level of new farming medical safeguard; optimize the design of the new farming medical treatment compensation scheme; Strengthen supervision; Improve the rural infrastructure construction.
