As a big agricultural country,the problem of peasants has always been the focus of the government's formulation of relevant policies,and the issue of peasants' medical security is the focus of peasant issues.In order to alleviate the payment pressure of farmers' medical care and improve the health of farmers,China began to implement the new rural cooperative medical system in 2003,which is what we often call the "new rural cooperative medical system".However,in recent years,there has been a phenomenon of “poorness due to illness”and “returning to poverty due to illness”.It may be that the new rural cooperative medical system has brought about related problems in the implementation process and has a reducing effect on the new rural cooperative medical system.Therefore,it is of theoretical and practical significance to explore the implementation effect of the new rural cooperative medical system,study the impact of participating in the new rural cooperative medical system on the medical consumption of the family,and how to improve the economic burden of the family and improve the health of the residents by improving the new rural cooperative medical system.Firstly,through analyzing and combing the domestic and foreign literatures,this paper finds that the implementation effect of the new rural cooperative medical system is related to government support,medical resources and income levels,and the new rural cooperative medical system can affect family medical consumption in various ways.Then through the relevant data to analyze the impact of China's new rural cooperative medical system on family medical services and medical consumption at this stage,and find out the problems existing in the implementation of new rural cooperative medical care in the family.Finally,the China Health and Pension Tracking Survey(CHARLS)database was used to select the 2013 data.Based on the previous studies,the model was constructed and the instrumental variable method was used for empirical analysis to explore the impact of the new rural cooperative medical system on family medical consumption.It was found that participating in the new rural cooperatives increased the family's medical consumption and released the family's medical needs.The level of education,health and income will affect the family's medical consumption.Based on the above results,the paper puts forward the following policy recommendations: Firstly,optimize the compensation system of the new rural cooperative medical system;Secondly,expand the scope of reimbursement of the new rural cooperative medical system;Thirdly,control moral hazard,strengthen the supervision of medical expenses and control of the market;Last but not least,strengthen the effective connection between medical insurance and medical assistance to alleviate the burden of medical care for difficult groups.The main features and innovations of the thesis: At present,the research on the impact of medical insurance on family medical consumption still does not form a unified conclusion.In the research on NCMS,the research mainly focused on the impact of NRCMS on the accessibility of medical services and the accessibility of medical services,the impact of NRCMS on the health of residents,and the impact of NRCMS on household food consumption.With the family as the research object,there are few studies on the impact of the new rural cooperative medical system on family medical consumption.Therefore,it is possible to further enrich the existing theory by evaluating the implementation effect of the new rural cooperative medical system from the perspective of family medical consumption.
