In order to meet the growing and changing medical service demand of the broad masses of the people,, our country implemented the basic drug system actively. Through implementing national essential drug system, we can protect and meet the actual needs of the masses in the basic medical drug. guarantee the need of basic medical health activities better, improve the service level of the basic medical treatment,.However, it is a complex systematic project. The basic drug system is the fundamental transformation of thepharmaceutical supply system of basic medical and health institutions, also has the profound influence prescribing behavior in medical institutions and the vast majority of patients.Objective:To explore the actual implementation of basic medicine system, in order to put forward feasible measures in the basic medical drug of Pubei and improve the basic medical service level of the majority of the residents.Method:13 township health centers Affiliated from Pubei county were randomly selected March 2014 to June 2014, by the way of questionnaire and on-the-spot investigation. we understand the status of the implementation of the basic drug system in the 13 township hospitals in the years 2011 ～2013. Then through the discussion on the problems existed in the process of implementation to grasp the situation of the implementation and existing problems. in Pubei CountyResults:From 2011 to 2013, afer the implementation of the basic drug system in Pubei County, the emergency door people number appeared obvious changes, which risesed year by year. compared with 2011, the number of people in 2013 increases to more than 40%, there was statistical significance in two door emergency number difference (P< 0.05). And the number of actual occupied bed days and discharges, from 2011 to 2013, showing a clear downward situation. Among them, compared with 2011, decreased by 28%, compared with 2012, decreased by 51%, the difference has statistical significance (P< 0.05). In 2013,13 township health hospital outpatient second all expenses decreased in varying degrees., of which 3 declined even more than more than 40%. The income of Township hospital includes the local levels of financial subsidies and income of its business. In 2013, compared with the previous two years, in business spending,13 township hospitals showed significantly increased, the difference has statistical significance (P< 0.05). And in 2011 the total expenditure increase reached more than 22000000 yuan, representing an increase of 36%, with an average annual growth rate of more than 15%. In 2011,5 township health hospital occurred the gap in the financial aspects. Through financial subsidies, there were still 1 township hospitals fiscal gap. By 2013, the emergence of township health centers appeared financial gap was further increased, reached 11.Conclusion:There are some problems in the implementation process of the system of basic drugs, basic level should be positive to the basic drug system as the starting point, promote the overall development of the comprehensive reform of the basic medical and health institutions, establish new operation mechanism, so as to safeguard people’s health better. |
