| ObjectiveThe purpose of this dissertation is to put forward an evaluation framework for population & health informatization in China and set up an evaluation index system aiming at providing a set of measurement tools of regional population & health informatization developing level for administrative departments..Contents1 The development process and analysis to elements of population & health informatization evaluation.2 The framework of population & health informatization evaluation:define base principles for evaluation index system, and search out primary indexes; then select and supplment the primary indexes, establish a set of layered evalution indexes each weight of whicn has been calculated.3 The evalution system model:scoring rubric of level 3 indexes and synthetical evaluation method.4 The raliabilitity, the validity as well as the discrimination of the evalution system through the survey data.Methods1 Document Analysis is ued to set up the framework of the population & health informatization evaluation system, and to search out the primary indexes2 Delphi Method is ued to select and supplement the primary indexes in order to establish a set of layered evaluation indexes.3 Analytic Hierarchy Process is ued to calculate the weight and combined weight of each index.4 Synthetic Index Method is ued to build up the synthetic evaluation model.5 Some mathematical or statistical methods are ued to test the evaluaiton system, such as Cronbach’s a Coefficient, Factor Analysis, Hierarchy Analysis, Analysis of Variance.Results1 The framework of evaluation index system has been established which coverages 6 aspects, such as information resources construction, information infrastructure construction, information technology application, informatization talents and the information policy, planning and standards. The subject of the evalution:the administrative deparment of populution & health informatizantion. The object of evalution:regional population & health informatization developing level including software and hardware level, information technology applications and outcomes under the perspective of IT, as well as business coverage, support level and information resource sharing under the perspective of the health & family planning career development.2 An indexe set has been built through the priciples including practicability, comprehensiveness, guidance, typicality, operability and dynamics. After two-round Delphi consult, a layer structure model, which is composed of 6 level 1 indexes,16 level 2 indexes and 32 level 3 indexes, are formulated. Weights of each index have been caculated by using Analytic Hierarchy Process.3 Scoring rules of each level 3 indexes were formulated; the standardization calculation fomula of each indexes has also been made. Comprehensive exponent value is the sum of each level 3 index’s standazation value multiply its combined weight. In order to increase the differentiation, we use Synthetic Score by expending the comprehensive exponent 100 times, which is the standard for the evaluation.4 Reliability analysis:The Cronbach’s a coefficients of 6 dimensions is between 0.674 and 0.847. Content validity analysis:the selected indexes include all aspects of the evalution, and the definitions and calculation methods of them are clear. Structrual validity analysis:6 extracted common factors have a high load on the seven dimensions with an accumulated contribution to 76.384%. Discrimination analysis:in cluster analysis, the samples are divided into 5 groups, ANOVA analysis showed that the differences among all 5 groups and between each 2 groups are statistically significant (P<0.05).Conclusions1 The evaluation index system has wide coverage, and expert consultations are validity and credibility.2 The weights of indexes are calculated relatively accurately, and the evaluation model has simple operability.3 The raliabilitity, the validity as well as the discrimination of the evalution system are satisfactory.Suggestions1 Initiative to improve status of evaluation work in population & health informatization construcation.2 A variety of ways to find out the baseline data, and strengthen the information reporting.3 Take the evaluation results objectively, and make good use of it reasonably.4 Pay attention to the dynamic adjustment of evaluation. |
