Study On The Balanced Configuration Of Public Health Resources Under The Background Of Shanghai Urban And Rural Integration

In recent years, our country’s public health resources allocation gap is more and more obvious. The balance of public health resources allocation is decided to residents can enjoy basic condition of the same medical service level. It not only affects the health of the residents, also produces a series of social contradictions. Therefore, the realization of public health resources equilibrium configuration is the key to solve the problem of society and people’s livelihood, is also the focus to implement the government long-term goals, which is "the whole society residents fair public health resources effectively to enjoy". This paper studies the equilibrium configuration of public health resources, reveals the deep reasons which do not match between public health resources allocations with population space mobile under the background of urban-rural integration.For this purpose, the paper will study around the following four aspects: First of all, analysis of the characteristics and trend of Shanghai population structure change and mobile space under the background of urban and rural integration, and reveal its influe nce of characteristics and trend of the Shanghai public health resource allocation. Secondly, analyze the present situation of Shanghai’s public health resources allocation from public health human resources, material resources, financial resources which include medical institutions, medical and health personnel, beds and other and reveal the main problems and contradictions which are between the changes of the Shanghai population with the medical health resources allocation. Again, using the hospital location train of thought, analysis of the spatial distribution of medical institutions in Shanghai, and puts forward the imbalance of the distribution of medical institutions in Shanghai and the medical institutions mainly concentrated in the center of the city. Finally, analyze Shanghai public health resource allocation efficiency between the various districts, and put forward the use of the Shanghai public health resources are widespread scale economy, central city public medical resources waste, the near and far city corresponding increase public health resources, also can further improve its output.To in-depth analysis of Shanghai public health resources allocation, this paper uses the GIS spatial distribution model to study the present situation and problems of spatial layout configuration of medical institutions, and using the data envelopment analysis DEA efficiency of each area county public health resources for further study.Paper around the characteristics of the current and future Shanghai public health resource allocation and the existing problems, put forward to increase the investment of public health resources, perfect the public health service system and improve the public finance system, improve information management of medical resources, speed up the aged care services policy recommendations, in order to achieve the balanced allocation of public health resources.
