Study On The Balanced Configuration Of Public Health Resources Between Urban And Rural Areas In Shenyang

In recent years, the gap of public health resources between urban and rural becomes more and more obvious, the problem of "difficult and expensive in seeing a doctor" and the phenomenon of "causing and returning to poverty due to illness" in rural areas have led to concerns by the community. Urban and rural public health resources in a balanced configuration is the basic conditions to determine whether rural residents can enjoy the same health care services with urban residents, it not only affects the health condition of urban and rural residents, but also produce a series of social contradictions. Therefore, to achieve a balanced allocation of public health resources in urban and rural public health is the key to solve the social and livelihood problems, and also the focus of government to achieve long-term goals, which is"enjoy the basic health services fairly and efficiently for all."With the concern by the government, some domestic scholars have made some very good research on the allocation of resources for public health, but not for a specific region. Based on this, the research contents of this paper is Shenyang Urban and Rural balanced allocation of resources for public health issues, through achieving the development of urban and rural public health in a certain area to promote the development of public health in urban and rural in whole country. First of all, from a different point of view, this paper elaborates theoretical basis of the balanced allocation on public health resources. Secondly, use the detailed data, vivid charts to describe the status quo for the allocation of public health resources between urban and rural areas in Shenyang City; on this basis, measured by building a balanced urban and rural public health resources evaluation system, with the popular methods of statistical analysis, utilize the Theil index to calculate the current allocation situation for the public health resource between urban and rural areas in Shenyang City, and through analysis of the results of the calculation to find out the reasons leading to non-equilibrium. Thirdly, study the successful experience of the foreign and the other cities in our country about the allocation situation of public health resources between urban and rural, on the basis of summing up and learning; give our enlightenment for the city of Shenyang to achieve integrated development of public health between urban and rural. Finally, based on the above analysis, propose some countermeasures and suggestions for promoting the balanced allocation on public health resources between Shenyang's urban and rural areas.Through the above research, the paper obtains the following conclusions: the funding situation and configuration status of the public health resources between Shenyang's urban and rural areas are non-equilibrium. To achieve the balanced allocation on public health resources between Shenyang's urban and rural areas, we must pursue the principle of "Fair priority and balance between efficiency", underline the leading role on the allocation of public health resources for the government, increase government investment in financial but also to ensure efficient use of resources. In addition, to break the urban-rural "dual" structure of the institutional barriers, strengthening the public finance system, co-ordination health resources between urban and rural areas and improving the medical security system are the effective means to promote the balanced allocation on public health resources between Shenyang's urban and rural areas.
