| Objective:This study investigated the status quo of the Xinjiang Uygur Autonomous Region through the configuration within the scope of 97 national medical hospital of traditional Chinese medicine health resource, utilization situation and existing problems of Chinese national medicine hospital health resources to explore, to create a more reasonable human resources standards, and prediction of total health human resources in 2015 and 2020 National Medical Hospital of traditional Chinese medicine. In order to improve the Xinjiang Chinese ethnic minority medicine medical service quality and level, and the feasibility of the proposed reasonable and relevant health policy and strategy of government and the Department of health. Methods:Using random sampling method, from 15 regions of Xinjiang city (contain Corps) in the selected 50 TCM hospitals and 47 National Medical Hospital, formed by the average development speed ratio analysis of descriptive statistical analysis of relative number of people, wealth, and other health resources. Carries on processing using Excel2003 software to collect data. Using the research methods of health resources in the health service demand of law, health service target method and Delphy Fa to make the 2012 health personnel, health technicians, licensed (Assistant) physicians, nurses and the use quantity, health manpower/population ratio method to forecast the number of human resources in 2015 2020 year. Results:2008-2012 years of Xinjiang traditional Chinese medicine hospital national medical institutions number increased year by year, the growth gradually health personnel and the number of beds in hospital of traditional Chinese medicine, the average growth rate respectively is 8.27% and 11.21%, the national medical hospital were 11.45% and 16.57%. Every 1000 people practicing (Assistant) physicians and registered nurses, hospital of traditional Chinese medicine for 0.098 people and 0.093 people, the national medical hospital for 0.066 people and 0.053 people. Traditional Chinese medicine hospital beds per thousand population digital 0.375, national medical hospital for 0.348, were higher than the national standard of 0.22-0.27. Traditional Chinese medicine hospital building area of negative growth trend, the average growth rate of -0.98%, Chinese national medicine hospital housing area are increasing year by year, the average growth rate of respectively 22.52% and 14.13%, the total income and expenditure, business/Chinese national medicine hospital business income and expenditure to the total income is higher and the proportion of total expenditure, occupied the ratio of above 50%. The study found that, around Xinjiang City Chinese medicine hospital national medical resources utilization efficiency is low, the development status between medical and health resources and health resources distribution region are not balance. Configure the forecast, in 2012 the Xinjiang Hospital of Chinese medicine should be configured 3759 doctors, difference of 1589 people, should be configured 6295 nurses, difference of 4233 people; ethnic minority medicine hospital doctor 3591 people should be configured, difference of 2121 people,5910 people should be configured to nurse, difference of 4743 people, the Hospital of traditional Chinese medicine should be configured 13307 beds, difference of 6397 Zhang, national medical hospital should be configured 12373 Zhang, difference 5830. Predictive display:by 2015 and 2020 Chinese medicine practice (Assistant) physicians will reach 3909 people and 5074 people, registered nurses will reach 11029 and 12771, the National Medical Hospital (Assistant) physicians will reach 3734 and 4848, the number of registered nurses will reach 10014 and 11866,2015 and 2020 to bed hospital of traditional Chinese medicine will be reaching 13840 and 19138, the National Medical Hospital of 13284 beds and 17245. Conclusion:The distribution and structure of Xinjiang traditional Chinese medicine hospital national medical health human resource and the bed is not reasonable. Mainly displays in:the gap between the regional distribution of Chinese national medicine hospital is larger; staffing shortage, title and degree is low; the lack of government investment, different levels, different area, set up the national medicine hospital of traditional Chinese medicine in the mode of development there is a clear gap. To put forward the following suggestions accordingly, to ensure the financial input in Chinese ethnic minority medicine, optimizing the rational allocation of Chinese national medicine hospital personnel and bed resources.
